which he is employed, appeal to the Board of Public Works for
an extension of leave with pay; and the said Board, after being
satisfied as to the merits of the case, may authorize an extension
of leave with pay, provided that such extension of time shall not
exceed one year, including the leave allowed under subsection (a).
(f) Computation of credits to and deductions from pay.—Sub-
ject to the above provisions of this section, all credits to an em-
ployee's pay, including credits for earned but unused annual vaca-
tion leave, and all deductions from an employee's pay, including
deductions for leave without pay at any time, shall be based pro-
rata upon the number of working days included in the period for
which the employee is paid his established biweekly compensation;
and no deductions shall be made for any days on which such em-
ployee is entitled to be absent from work with pay.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1966.

(House Bill 354)
AN ACT to add a new Section 48 to Article 64A of the Annotated
Code of Maryland (1964 Replacement Volume and 1965 Supple-
ment), title "Merit System," to follow immediately after Section
47 thereof and to be under the new subtitle "Hospital and Medical-
Surgical Insurance," requiring an appropriation in the budget bill
each year as a contribution toward the cost of a program of hos-
pital, medical, and surgical insurance for State employees.
Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 48 be and it is hereby added to Article 64A of the
Annotated Code of Maryland (1964 Replacement Volume and 1965
Supplement), title "Merit System," to follow immediately after Sec-
tion 47 thereof, to be under the new subtitle "Hospital and Medical-
Surgical Insurance," and to read as follows:

The Governor shall include a sum of at least one million five hun-
dred thousand dollars ($1,500,000) in the Budget each year as a con-
tribution toward the cost of a program of hospital, medical, and
surgical insurance for employees of the several departments, boards,
bureaus, commissions, and other agencies of the State government.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1966.
