Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 103B and 103C , 103C, and 103D of Article 41 of the An-
notated Code of Maryland (1965 Replacement Volume), title "Gover-
nor—Executive and Administrative Departments," subtitle "The
Executive Department," subheading "Charitable Organizations," be
and they are hereby repealed and re-enacted, with amendments, to
read as follows:

103B.

(a) No charitable organization shall solicit contributions from
persons in this State by any means whatsoever until such charitable
organization shall have provided certain information concerning
such solicitation, as required by this subtitle, on forms to be pro-
vided by the department and shall have filed such information with
the department. The information so filed shall be available to the
general public as a matter of public record. The forms containing
such information shall be sworn to and shall include, but not be
limited to, (1) the identity of the charitable organization by or for
whom the solicitation is to be conducted; (2) the address thereof;
(3) the purpose or purposes for which the contributions solicited
are to be used; (4) the individual or officer who will have custody
of the contributions; (5) the individuals responsible for the distri-
bution thereof; (6) the period of time during which such solicita-
tion is to be conducted; (7) a description of the method or methods
of solicitation in such detail as may from to time be determined
by the department; (8) whether such solicitation is to be conducted
by voluntary unpaid solicitors, by paid solicitors, or both; and (9)
if in whole or in part by paid solicitors, the name and address of
each professional fund raiser supplying such solicitors, the basis of
payment and the nature of the arrangement.

(b) No charitable organisation shall solicit contributions from

persons in this State by means of or with the assistance of letters,

advertisements, circulars, posters, or other printed matter of any

sort, unless such printed matter contains, in at least 8 point type, the
words "Informational Statement Filed and May be Publicly Exam-
ined at the Office of the Secretary of State, Annapolis, Maryland"
and the date of filing of the statement provided in subsection (a)

(c) (B) No charitable organization shall solicit contributions from
persons in this State by means of broadcast, announcement, or
advertisement over any radio or television station in this State, un-
less prior to such broadcast, announcement, or advertisement the
charitable organization shall have filed with such radio or television
station a certificate that the statement required by subsection (a)
was filed with the Secretary of State and the date of such filing.
The radio or television station shall not be required to make any
other or further verification of such filing.

103C.

On or before March 31 of each year, or within WITHIN 90 days of
the close of its regular fiscal year,
every charitable organization sub-
ject to the provisions of this subtitle which has received contributions
during the previous calendar or fiscal year shall file the following
information in the manner hereinbefore provided and on forms to be
