shall be misdemeanors, thereby making certain crimes felonies
which were previously misdemeanors, and changing existing pre-
visions for certain crimes to conform with such formula; and to
repeal and re-enact, with amendments, Section 41 of Article 40
of the Annotatod Code of Maryland (1965 Replacement Volume),
title General Assembly, subtitle "Electrical Voting Machine";
and to repeal and re-enact, with amendments, Sections 44(h),
48, 73 and 74 of Article 66½ of the Annotated Code of Maryland
(1957 Edition, title "Motor Vehicles," subtitle "Administration—
Registration Titling" and to correct an error therein; and to
repeal and re-enact, with amendments, Section 352 of Article 66C
of the Annotated Code of Maryland, (1957 Edition), title "Nat-
ural Resources," subtitle "Forests and Parks," subheading "In Gen-
eral"; and to repeal and re-enact, with amendments, Section 8
of Article 75C of the Annotated Code of Maryland (1965 Replace-
ment Volume), title "Prohibited Actions," subtitle "In General";
and to repeal and re-enact, with amendments, Section 443 of
Article 81 of the Annotated Code of Maryland, (1965 Replace-
ment Volume), title "Revenue and Taxes," subtitle "State To-
bacco Tax Act," — subheading "Enforcement"; and to repeal and
notated Code of Maryland (1961 Replacement Volume), title
"State Department of Public Welfare," subtitle "Aid to Dependent
Children," SECTIONS 32, 33, AND 34, SUBHEADING "BUR-
GLARY; BREAKING AND ENTERING"; SECTION 139, SUB-
HEADING "ESCAPING FROM PENITENTIARY"; SECTION
373, SUBHEADING "MACHINE GUNS"; SECTIONS 385 AND
386, SUBHEADING "MAIMING"; SECTION 450, SUBHEAD-
ING "POISON—ATTEMPTING TO"; SECTION 466, SUB-
HEADING "RECEIVING STOLEN GOODS, MONEY, OR
SECURITIES"; AND SECTIONS 536, 537, 538, AND 539, SUB-
HEADING "SABOTAGE PREVENTION"; MAKING SPECI-
FIED CRIMES FELONIES.
Section 1. Be it enacted by the General Assembly of Maryland,
that Section 18 of Article II of the Annotate Code of Maryland
(1957 Edition and 1965 Supplement), title "Banks and Trust Com-
panies," subtitle "Bank Commissioner," and Sections 75 and 108F
of said Article and title, subtitle "General Regulations," be and they
are hereby repealed and re enacted, with amendments, to read as
follows:

If in the judgment of the Commissioner any banking institution
operating under the provisions of this article or any other law,
and or any of its directors, officers, trustees, managers, agents,
clerks or employees, has violated any of the provisions of this ar-
ticle or any other law pertaining to such an institution, he shall
forthwith report such violation to the Governor of the State, who
shall direct the Attorney General to institute a proper proceeding
for the prosecution of such violation.
Such violation shall be a [misdemeanor] felony and if the accused
shall be found guilty he shall be fined not more than three thousand
dollars ($3,000.00) or be imprisoned for not more than five (5)
