(House Bill 472)
AN ACT to add new Section 19A to Article 88B of the Annotated
Code of Maryland (1957 Edition), title "State Police," subtitle "In
General," to follow immediately after Section 19 thereof, requiring
all police agencies and certain other persons and institutions within
this State to submit to the State Central Crime Records Bureau,
to be established within the Investigation Division of the Maryland
State Police Department, the fingerprints, if taken, and the final
disposition of criminal charges, of persons arrested for crime or
confined as a result thereof; and requiring all police agencies under
certain conditions, to submit to the State Central Crime Records
Bureau, where available, information on which to base a Uniform
Crime Report for the State of Maryland, and generally relating
to a State Central Crime Records Bureau.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 19A be and it is hereby added to Article 88B of
the Annotated Code of Maryland (1957 Edition), title "State Police,"
subtitle "In General," to follow immediately after Section 19 thereof,
and to read as follows:
19A.
(1) The Superintendent of the Maryland State Police shall estab-
lish a State Central Crime Records Bureau, within the Investigation
Division of the Maryland State Police Department.
(2) Every law enforcement or police agency of any political sub-
division of this State, including all county, municipal and town police
departments, and sheriffs, constables and other peace officers in
charge of any such local police agency, unit or department shall—
(a) Within forty-eight (48) hours following the arrest of any per-
son for crime, submit a completed fingerprint card, if taken, on all
such arrested persons, to the State Central Crime Records Bureau.
(b) Within thirty (30) days, after final disposition of the criminal
charges on the submitted fingerprint cards, submit said final dispo-
sition to the State Central Crime Records Bureau, on forms provided
by the State Central Crime Records Bureau.
(c) Submit to the State Central Crime Records Bureau monthly
statistical information on certain criminal offenses and the annual
report of arrests, where available, as is required to enable the State
Central Crime Records Bureau to prepare the Maryland section of the
National Uniform Crime Report published by the Federal Bureau of
Investigation.
(3) Every warden, jailer or other person in responsible charge
of any jail, penitentiary, penal or other rehabilitative or corrective
institution under the jurisdiction of any county, municipality, town
or of the Department of Correction, and every person in responsible
charge of any State Institution for the criminally insane, in addition
to Patuxent Institution, shall—
