pate in the Public Library Incentive Fund created by this section
if it expends funds previously accumulated from sources permissible
under subsection (b) of this section for the purposes specified in
subsection (a) of this section. The Public Library Incentive Fund
to be included in the State budget and paid to the board of county
commissioners, county council, or the mayor and city council of Bal-
timore under this subsection (f) shall be calculated as follows: (i)
the amount actually expended by the counties or City under this
subsection (f) shall be divided by the sum of twenty-five cents
(25¢) multiplied by the population in said county or City, the quo-
tient being deemed to be the number of years of accumulation of the
funds so expended; (ii) if the quotient contains a fraction, it shall
be rounded off to the nearest whole number; (iii) for the number
of years equal to the said quotient, as rounded off, commencing
with the year following the year in which the total actual expendi-
ture was made, there shall be paid to the board of county commis-
sioners, county council, or the Mayor and City Council of Balti-
more, in each of said years, an amount determined in accordance
with the formula provided in subsection (b)
(C) of this section.

Sec. 2. And be it further enacted, That this Act shall take effect
on July 1, 1966.

CHAPTER 599
(Senate Bill 486)

AN ACT to repeal and re-enact, with amendments, Section 148 of
the Code of Public Local Laws of Dorchester County (1961 Edi-
tion, being Article 10 of the Code of Public Local Laws of Mary-
land), title "Dorchester County", subtitle "County Commissioners
and Treasurer", AND TO REPEAL SECTION 149 OF THE SAID
CODE AND SUBTITLE, to change the number of County Com-
missioners elected in Dorchester County. TO REPEAL THE
DIVISION OF THE COUNTY INTO COUNTY COMMISSIONER
DISTRICTS AND TO PROVIDE FOR THE EFFECT OF THIS
ACT ON INCUMBENT MEMBERS OF THE BOARD OF
COUNTY COMMISSIONERS.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 148 of the Code of Public Local Laws of Dorchester
County (1961 Edition, being Article 10 of the Code of Public Local
Laws of Maryland), title "Dorchester County", subtitle "County
Commissioners and Treasurer", be and it is hereby repealed and
re-enacted, with amendments, AND THAT SECTION 149 OF THE
SAID CODE AND SUBTITLE BE AND IT IS HEREBY RE-
PEALED, to read as follows:

148. There shall be [three] five County Commissioners in Dor-
chester County, who shall constitute the Board of County Com-
missioners of said county.

SEC. 1A. AND BE IT FURTHER ENACTED, THAT THE
PROVISIONS OF THIS ACT SHALL NOT EXTEND OR APPLY
