(1957 Edition), title "Motor Vehicles", subtitle "Administration-
Registration—Titling", be and it is hereby repealed, and that new
Section 45 be and it is hereby enacted in lieu thereof, to stand in
the place of the section repealed, and to read as follows:
45.
(a) A transferee shall immediately present the certificate of title
endorsed and assigned as hereinbefore provided to the Department
and make application for and obtain a new certificate of title for
such vehicle, except as otherwise permitted. In the case of failure to
apply to the Department for such application within ten days follow-
ing the date of purchase of the vehicle, the Department may assess,
in its discretion, an additional service fee of five dollars ($5.00) for
making the transfer of titling.
(b) The transferee, before operating or permitting the operation
of such vehicle upon a highway of this State shall apply for and
obtain the registration thereof, as upon an original registration, as
provided in this Article, except as otherwise permitted.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

AN ACT to repeal and re-enact, with amendments, Sections 3 (a)
and 3 (f) of Article 25 of the Annotated Code of Maryland (1957
Edition and 1965 Supplement), title "County Commissioners",
subtitle "General Provisions", empowering the county commis-
sioners of Queen Anne's County, to establish a merit system.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 3 (a) and 3 (f) of Article 25 of the Annotated Code
of Maryland (1957 Edition and 1965 Supplement), title "County
Commissioners", subtitle "General Provisions", be and they are
hereby repealed and re-enacted, with amendments, to read as follows:

(a) The county commissioners of each county in this State, except
Worcester, Kent, Caroline, (except as hereinbelow provided), Alle-
gany, except as specifically provided in subsection (s), Prince
George's, Washington, Somerset, Dorchester, Baltimore, Anne
Arundel, Cecil, Charles (except as provided in subsection (bb)),
Howard, Frederick and Queen Anne's (except as specifically pro-
vided in subsection (f)) counties, in addition to, but not in substitu-
tion of, the powers which have been or may hereafter be granted
them, shall have the following express powers:
(f) To establish a merit system in connection with the appoint-
ment of all county officials and employees not elected or appointed
under the Constitution or public general laws of the State. This
