(a) There is hereby established a tri-county body to be known as
the Tri-County Council for Southern Maryland to represent the
counties of Calvert, Charles and St. Mary's. Membership in the Coun-
cil will consist of the State Senators and Delegates representing
Calvert, Charles and St. Mary's Counties in addition to four addi-
tional members from each county to be elected by the Council and
to include a representative of the County Commissioners of the
County Planning and Zoning Commission and of the County Eco-
nomic Development Commission. Additionally, the Maryland Depart-
ment of Economic Development and the Maryland State Planning
Department shall each be represented on the Council by one non-
voting member.
(b) The Council shall operate as a cooperative planning and de-
velopment agency within the representative counties to foster the
economic and social development of the tri-county area and utilize
effectively the assistance provided by the State. It shall initiate and
coordinate plans and projects for the development of human and
economic resources of the Southern Maryland region as a Southern
Maryland planning and development agency.
(c) The Council will cooperate with the State departments and
agencies concerned, particularly including, but not limited to the
Department of Economic Development, the State Planning Depart-
ment, the State Office of Economic Opportunity, the State Roads Com-
mission and the Department of Forests and Parks, and submit for
approval plans and projects of the Council in which such depart-
ments or agencies have statutory functions and responsibilities.
(d) The Council and its activities shall MAY be financed coopera-
tively by the State of Maryland and Calvert, Charles and St. Mary's
Counties and may avail itself of additional funds from any other
public or private source.
Sec. 4. And be it further enacted, That this Act shall take effect
June 1, 1966.

AN ACT to repeal Section 45 of Article 66½ of the Annotated Code
of Maryland (1957 Edition), title "Motor Vehicles", subtitle "Ad-
ministration—Registration—Titling", and to enact new Section 45
in lieu thereof, to stand in the place of the section repealed, to
revise the procedure for obtaining new titling and registration for
a motor vehicle by the purchaser of the vehicle, to change the time
of obtaining new titling and to authorize the Department of Motor
Vehicles to levy an additional service fee for failure to apply there-
fore within a period of time.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 45 of Article 66½ of the Annotated Code of Maryland
