(f)   The county commissioners , THE MAYOR AND CITY COUN-
CIL, or county council may further provide, by resolution or ordi-
nance, for such procedural and enforcement provisions as are neces-
sary to implement this Act and may also establish additional uniform
conditions applicable to the granting of tax credits.

(g)  In the event said property is ever acquired by the exercise
of the power of eminent domain, the fair market value of such
property shall not be affected by its having been qualified for a
tax credit; provided, however, that if the grantee of the easement
purchased the same for a monetary consideration other than, or
in addition to, the tax credit, then in such case
THE CONDEMNA-
TION AWARD SHALL BE REDUCED BY AN AMOUNT EQUAL
TO the additional consideration, may be applied as partial satisfac-
tion of the condemnation award.

(h) The County Commissioners, THE MAYOR AND CITY COUN-
CIL, or County Council may, in addition, provide for tax credits in an
amount up to 100% of the applicable tax on any land characterized
as an "open space" or "open area" which has been made the subject
of an option agreement whereby the owner agrees to sell or convey
the subject property to any local, county, state or federal government
or The Maryland-National Capital Park and Planning Commission
in fee simple within a fixed period of time, not exceeding twenty
years, at a price less than or equivalent to the fair market price
VALUE at the time of the execution of the option. Such option
agreement shall contain such provisions as may be deemed necessary
by the grantee to preserve the land in a natural state or condition.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

(Senate Bill 112)

AN ACT to repeal and re-enact, with amendments, Section 317-64 of
Article 41 of the Annotated Code of Maryland (1965 Replacement
Volume), title "Governor—Executive and Administrative Depart-
ments", subtitle "Washington Metropolitan Area Transit Authority
Compact", subheading "Labor Policy", correcting an error in the
laws relating to wages and over-time in the Washington Metro-
politan Area Transit Authority Compact.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 317-64 of Article 41 of the Annotated Code of Mary-
land (1965 Replacement Volume), title "Governor—Executive and
Administrative Departments", subtitle "Washington Metropolitan
Area Transit Authority Compact", subheading "Labor Policy", be
and it is hereby repealed and re-enacted, with amendments, and to
read as follows:

317-64. The board shall take such action as may be necessary to
