be and they are hereby waived insofar as they impose a time for
placing under contract an item, Section 5 (0) (2), in said Chapter
903 and found on page 2109 of the Laws of 1963, making available
to State Colleges—Frostburg State College (referred to therein as
the Department of Education—Frostburg State Teachers College)
the sum of $1,250,000 for the construction of a new Science Build-
ing including utilities and site improvements (equipment to be
requested later), and an item, Section 5 (P) (2), in said Chapter
903 and found on page 2112 of the Laws of 1963, making available
to the University of Maryland—Baltimore the sum of $500,000 for
the first stage of construction of new Out-Patient Building. There
shall be allowed an additional period of two years, beginning on the
effective date of this Act, for placing these projects under contract.
If these projects shall not have been placed under contract within
a period of two years, beginning on the effective date of this Act,
then it shall be deemed to have been abandoned and the other pro-
visions of Section 9 of Chapter 903 of the Acts of 1963 shall be fully
effective as to these projects.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

AN ACT to repeal and re-enact, with amendments, Section 338 (3)
of Article 43 of the Annotated Code of Maryland (1964 Supple-
ment), title "Health", sub-title "Plumbing", to delete the clause
excluding plumbing work done on farms and premises devoted
solely to agricultural pursuits from the general provisions pertain-
ing to certifying and licensing of plumbers in Washington County
and as to the Washington County plumbing board generally.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 338 (3) of Article 43 of the Annotated Code of Mary-
land (1964 Supplement), title "Health", sub-title "Plumbing", be
and it is hereby repealed and re-enacted, with amendments, to read
as follows:
338.
(3) The provisions of this section shall not be applicable to well
drillers who install pumps in connection with the drilling of wells
nor to persons in the business of installing and repairing water
pumps all of whom were in business on April 1, 1963. [The pro-
visions of this section shall not be applicable to any plumbing work
done on buildings on a farm or to any plumbing work on premises
devoted solely to agricultural pursuits.]
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.
