WHEREAS, PART OF THE DUTIES OF THE POLICE DE-
PARTMENT OF BALTIMORE CITY REQUIRE THAT THE DE-
PARTMENT ENFORCE THE TRAFFIC LAWS RELATING TO
THE USE OF BALTIMORE CITY'S STREETS, AND

WHEREAS, CERTAIN UNUSUAL AND UNFORESEEN
NEEDS HAVE ARISEN WHICH REQUIRE ADDITIONAL
FUNDS TO SUPPLEMENT THE BUDGET OF THE POLICE
DEPARTMENT OF BALTIMORE CITY

Section 1. Be it enacted by the General Assembly of Maryland,
That in addition to the uses authorized by Section 33 of Article 89B
of the Annotated Code of Maryland (1957 Edition), the City of
Baltimore in the 1966 fiscal year of the State of Maryland is hereby
authorized and empowered to use a sum not to exceed one million
($1,000,000.00) dollars of the monies distributed to it from the
Gasoline Tax Fund and the Motor Vehicle Revenue Fund for pur-
poses of the operation of the Traffic Division of the Police Depart-
ment of Baltimore City.
AS FOLLOWS: (A) TO COMPENSATE
POLICE OFFICERS OF THE DEPARTMENT REQUIRED IN
THEIR OFFICIAL CAPACITY TO APPEAR AS WITNESSES IN
ANY COURT OR BEFORE ANY GRAND JURY WITHIN THIS
STATE WHEN NOT ON DUTY, AND (B) TO COMPENSATE
POLICE OFFICERS OF THE DEPARTMENT REQUIRED TO
WORK OVERTIME, AND (C) TO COMPENSATE POLICE OFFI-
CERS OF THE DEPARTMENT FOR NECESSARY CANCELLA-
TION OF OPTIONAL LEAVE TIME, AND (D) TO REIMBURSE
THE MAYOR AND CITY COUNCIL OF BALTIMORE FOR PAY-
MENTS MADE IN ACCORDANCE WITH THIS SECTION DUR-
ING THE PERIOD FROM THE EFFECTIVE DATE OF THIS
ACT THROUGH JUNE 30, 1965. ANY MONIES NOT EXPENDED
FOR THE PURPOSES HEREIN AUTHORIZED AT THE CLOSE
OF SUCH FISCAL YEAR SHALL REVERT TO BALTIMORE
CITY'S SHARE OF THE GASOLINE TAX FUND AND THE
MOTOR VEHICLE REVENUE FUND, AND BE USED IN
STRICT ACCORDANCE WITH THE LAW CREATING SUCH
FUNDS.

Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety, and having been
passed by a yea and nay vote supported by three-fifths of the mem-
bers elected to each of the two houses of the General Assembly, the
same shall take effect from the date of its passage.

Motor Vehicle Revenue Fund for CERTAIN purposes of IN CON-
NECTION WITH the operation of the Traffic Division of the
Police Department of Baltimore City, limiting said authorization
to the 1966 fiscal year of the State of Maryland and declaring this
Act to be an emergency measure.

WHEREAS, The Police Commissioner of Baltimore City has re-

quested authority to use a sum not to exceed one million ($1,000,
000.00) dollars in the 1966 fiscal year from the Gasoline Tax Fund

and the Motor Vehicle Revenue Fund allocated to such city to supple-
ment the cost of operating the Traffic Division of the Police Depart-
ment of such city, now. therefore,
