Sec. 2. And be it further enacted, That this Act shall take effect

AN ACT to repeal Sections 11 AND 19 of Article 66A of the Anno-
tated Code of Maryland (1957 Edition), title "Moving Pictures",
and to enact in lieu thereof new Sections 11 AND 19 of said
Article providing a procedure for prompt judicial review of any
decision of the Board of Motion Picture Censors disapproving any
film for licensure, and providing criminal penalties for the exhibi-
tion and use of films in violation of such procedures, and relating
generally to motion picture censorship, and the licensing of motion
picture films. , AND FEES FOR THE SAME.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 11 AND 19 of Article 66A of the Annotated Code of
Maryland (1957 Edition), title "Moving Pictures", be and it is
THEY ARE hereby repealed, and new Sections 11 AND 19 of said
Article is ARE hereby enacted in lieu thereof, to read as follows:
11. FOR THE EXAMINATION OF EACH AND EVERY ONE
THOUSAND FEET (1,000) OF ORIGINAL MOTION PICTURE
FILM, OR FRACTIONAL PART THEREOF, THE BOARD SHALL
RECEIVE IN ADVANCE A FEE OF THREE DOLLARS ($3.00),
WHERE THE FILM AVERAGES SIXTEEN (16) FRAMES OR
LESS TO THE FOOT, AND A FEE OF FOUR DOLLARS ($4.00)
WHERE THE FILM AVERAGES MORE THAN SIXTEEN (16)
FRAMES TO THE FOOT. FOR THE EXAMINATION OF EACH
ORIGINAL SET OF VIEWS, THE BOARD SHALL RECEIVE IN
ADVANCE A FEE OF TWO DOLLARS ($2.00) FOR EACH ONE
HUNDRED (100) VIEWS OR FRACTIONAL PART THEREOF.
THE BOARD SHALL RECEIVE IN ADVANCE A FEE OF ONE
DOLLAR ($1.00) FOR REPLACING ANY CERTIFICATE OR
STAMP OF APPROVAL IN ACCORDANCE WITH THE PROVI-
SIONS OF SECTION 7 OF THIS ARTICLE; AND THE BOARD
SHALL ACCOUNT FOR AND PAY ALL FEES RECEIVED BY
IT INTO THE STATE TREASURY.
19.
(a) Any film duly submitted to the Board for examination and
licensing shall be reviewed and approved within five (5) days, unless
the Board shall disapprove such film under the provisions of Section
6 hereof, in which event the Board shall, within not later than three
(3) days thereafter, apply to the Circuit Court for Baltimore City
for a judicial determination as to whether such film is obscene, or
tends to debase or corrupt morals, or incite to crime, within the
meaning of Section 6 hereof. Notice of such application shall be
forthwith sent by first class mail, postage prepaid, to the address of
the person presenting such film for licensing. The Circuit Court for
