mediately after Section 3(s) thereof; and to repeal and re-enact,
with amendments, Section 3 (a) of the same title and sub-title, to
authorize and empower the County Commissioners of Charles
County to raise and maintain a fund to finance dredging channels
in the waters of Charles County.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 3(t) be and it is hereby added to Article 25 of the
Annotated Code of Maryland (1957 Edition and 1964 Supplement),
title "County Commissioners", sub-title "In General", to follow im-
mediately after Section 3(s) thereof, and that Section 3 (a) of the
same title and sub-title, be and it is hereby repealed and re-enacted,
with amendments, and all to read as follows:

(a) The County Commissioners of each county in this State, ex-
cept Worcester, Kent, Caroline, (except as hereinbelow provided),
Allegany, except as specifically provided in sub-section (s), Prince
George's, Washington, Somerset, Dorchester, Baltimore, Anne Arun-
del, Cecil, Charles (except as provided in sub-section (t) ), Howard,
Frederick, Queen Anne's and St. Mary's counties, in addition to, but
not in substitution of, the powers which have been or may hereafter
be granted them, shall have the following express powers:

(t) The County Commissioners of Charles County are hereby
authorized and empowered to maintain a fund in the amount of
twenty thousand dollars ($20,000.00) to provide for the improvement
of channels to make navigable the waters of Charles County.

SEC. 2. And be it further enacted, That this Act shall take effect

June 1, 1965.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION OF
THE PUBLIC HEALTH AND SAFETY, AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE SUPPORTED BY THREE-
FIFTHS OF ALL THE MEMBERS ELECTED TO EACH OF THE
TWO HOUSES OF THE GENERAL ASSEMBLY, THE SAME
SHALL TAKE EFFECT FROM THE DATE OF ITS PASSAGE.

AN ACT to repeal and re-enact, with amendments, Section 12 (c) of
Article 66B of the Annotated Code of Maryland (1964 Supple-
ment), title "Zoning and Planning", sub-title "Planning", sub-
heading "Title 1—Municipal Planning and Zoning Commission",
authorizing the County Commissioners of St. Mary's County to
appoint a full time planner or engineer, and providing for his
duties.
