of Maryland (1957 Edition), title "Revenue and Taxes", sub-title
"What Shall Be Taxed and Where", as said sub-section was en-
acted by Chapter 1 of the Laws of Maryland of 1961, so as to pro-
vide that the principal of and interest on bonds, stock or other
direct obligations of counties adopting charters under Article XI-A
of the Constitution of Maryland shall be exempt from taxation.
Section 1. Be it enacted by the General Assembly of Maryland,
That the sub-section numbered (16½) of Section 9 of Article 81 of
the Annotated Code of Maryland (1957 Edition), title "Revenue and
Taxes", sub-title "What Shall Be Taxed and Where", as said sub-
section was enacted by Chapter 1 of the Laws of Maryland of 1961,
be and the same is hereby repealed and re-enacted, with amend-
ments, to read as follows:
(16½) Bonds [and], Stock and Other Direct Obligations of
Baltimore City and of counties adopting charters under Article XI-A
of the Constitution.—The principal of and interest on any bonds
[or], stock or other direct obligations of the City of Baltimore, or of
any County of this State which has adopted or adopts a charter under
Article XI-A of the Constitution of this State, this exemption to apply
to any such bonds, stock or other direct obligations, whether hereto-
fore or hereafter issued, in the hands of the owner or owners thereof
from time to time.
Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health, welfare and safety, and having
been passed by a yea and nay vote, supported by three-fifths of all
of the members elected to each of the two Houses of the General
Assembly of Maryland, the same shall take effect from the date of its
passage.

AN ACT to add new Section 29B to the Code of Public Local Laws
of Charles County (1964 Supplement, being Article 9 of the Code
of Public Local Laws of Maryland), title "Charles County", to
follow immediately after Section 29A thereof, and to be under
the new sub-title "Charles County Governmental Study Commis-
sion", to create the Charles County Governmental Study Commis-
sion, to provide for its membership, powers and duties, to relate
generally to recommendations for revision in the governmental
structure of Charles County, and to provide for automatic expira-
tion of this Act.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 29B be and it is hereby added to the Code of Public
Local Laws of Charles County (1964 Supplement, being Article 9 of
the Code of Public Local Laws of Maryland), title "Charles County",
