fee which covers the one-third share of the State and also the one-
third share of the political subdivisions in addition to the regular
fees and charges for students. Out-of-county or out-of-region (or
city) students from Maryland who attend a community college or
regional community college shall pay two-thirds of a full fee, which
includes the one-third share of the political subdivisions in addition
to the regular fees and charges for students. Any political subdivision
which does not operate a community college or regional community
college under the provisions of this sub-title may levy and appropriate
funds to pay the one-third share of the political subdivisions for its
residents who attend a community college or regional community
college [in] for another political subdivision.
Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1965.

AN ACT to repeal and re-enact, with amendments, Section 51 (cc)
of Article 66˝ of the Annotated Code of Maryland (1964 Supple-
ment), title "Motor Vehicles", sub-title "Administration—Regis-
tration—Titling", and to renumber said section as Section 51 (c-1),
to require the Department of Motor Vehicles to transfer the title
to motor vehicles of a decedent upon submission to it of the cer-
tificate of letters of administration or of execution of the dece-
dent's estate and of the properly assigned title.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 51 (cc) of Article 66˝ of the Annotated Code of Mary-
land (1964 Supplement), title "Motor Vehicles", sub-title "Adminis-
tration—Registration—Titling", be and it is hereby repealed and
re-enacted, with amendments, and that Section 51 (cc) be and it is
hereby renumbered as Section 51 (c-1), and to read as follows:
51.
(c-1) Whenever the title or interest of an owner in or to a regis-
tered vehicle shall pass to a legatee or distributee of the deceased
as a result of testamentary disposition or intestate devolution, said
legatee or distributee, during the course of the administration of the
estate, shall be entitled to operate such vehicle upon the highways
of the State until the expiration of the current annual registration
in the name of the deceased, without the necessity of applying for
or obtaining the registration and certificate of title required by law
[and the personal representative of the deceased may during the
course of the administration file a petition with the orphans' court
showing that an appraisal has been made and that the estate is
solvent and sufficient to pay taxes, debts and expenses; in which
event said court may pass an order for the transfer of title to said
legatee or distributee for the purpose of obtaining the registration
and certificate of title in the name of said legatee or distributee.]
