AN ACT to add new Sections 191 (j) and 194 (j) to Article 56 of
the Annotated Code of Maryland (1964 Replacement Volume),
title "Licenses", sub-title "Dog Licenses in the Counties", to follow
immediately after Sections 191 (i) and 194 (i), respectively thereof
and to empower the County Commissioners of Worcester County
to pass rules, regulations and resolutions to provide for the fee,
administration and sales of dog licenses; pounds; wardens; disposal
of certain dogs; and to enact certain other provisions relating to
the regulation of dogs generally in Worcester County.
Section 1. Be it enacted by the General Assembly of Maryland,
The new Sections 191 (j) and 194 (j) be and they are hereby added
to Article 56 of the Annotated Code of Maryland (1964 Replacement
Volume), title "Licenses", sub-title "Dog Licenses in the Counties",
to follow immediately after Sections 191 (i) and 194 (i), respectively,
and to read as follows:

(j) In Worcester County the fee for dog and kennel licenses shall
be determined by the County Commissioners.

(j) The County Commissioners of Worcester County are hereby
authorized and empowered, in order to safeguard the health, safety
and public welfare of the residents of Worcester County to pass rules,
regulations, and resolutions for the purpose of carrying out powers
hereinafter granted, provided that such rules or regulations, and
resolutions shall contain proper standards for the exercise of the
discretion contained herein, and shall operate uniformly. The said
rules, regulations or resolutions shall provide for sale of dog licenses
in said County, the keeping of records of all sales, the designation
of persons authorized to sell such licences, the taking into custody
and disposition of any dogs found running at large within the limits
of Worcester County with power to delegate by written contract for
the enforcement of such rules, regulations or resolutions, provided,
however, that in any such contract, said County Commissioners shall
reserve the right to cancel, without notice or recourse, such delegation
for stated cause or on thirty days notice without cause. Before the
County Commissioners shall proceed to enforce any rule, regulation
or resolution passed in pursuance of the provisions of this section,
advertisement of such rule, regulation or resolution shall be made
in some newspaper published in Worcester County once each week
for four successive weeks in order to provide any person, firm or
corporation adversely affected thereby an opportunity to be heard
by the county commissioners in opposition to the adoption of such
