768                               LAWS OF MARYLAND                       [CH. 554

(h) The Board shall submit to the County Commissioners an
annual report of its activities, together with recommendations for
further activities and development of the county recreation pro-
grams. It shall also submit an annual budget, pursuant to the re-
quirements of law, itemizing the appropriations necessary for the
performance of its functions and duties.

(i) The County Commissioners, by and through the Board, may
join or cooperate with the Federal Government, the State of Mary-
land, with any municipality, or other governmental agency in pro-
viding, establishing, conducting, and maintaining recreation centers,
playgrounds, parks, and other recreation facilities and activities.

472.

(a)  The Chairman of the Board of Recreation and Parks with the
approval of a majority of the members of the Board may annually
appoint committees to be known respectively as the committees on
beautification, cleanup, and conservation.

(b)  The powers and duties of the committee on beautification
shall be as follows:

(1)  To recommend beautification programs to the Board and to
the County Commissioners by the planting of trees and shrubs or
by other appropriate methods; and to utilize for its purposes the
services of the State Roads Commission, the State Department of
Forests and Parks, the Department of Game and Inland Fish, and
of other county agencies or public officials.

(2)  To cooperate with the "Keep Maryland Beautiful" program
of the State of Maryland and to utilize the advice and services of
the garden clubs of the county for the promotion of the objectives
of this sub-section.

(c)  The powers and duties of the committee on cleanup shall be
as follows:

(1)  To survey the public roads, parks and other public facilities
to ascertain whether they are being kept free from trash and refuse.

(2)   To provide active leadership for cleanup drives in the county
and in such efforts to cooperate with the county highway depart-
ment, private persons, the police, and other public agencies in the
county.

(d)   The committee on conservation shall have the duty of pre-
serving the historical heritage of the county, with proper allowance
for necessary change or progress, and of cooperating with the
Caroline County Historical Society in these efforts, and with
the approval of the Board of County Commissioners it may accept
gifts to promote these objectives. This committee also shall study
and make recommendations concerning the conservation of the
natural resources of the county.

(e)   The several committees shall submit reports to the Caroline
County Planning Commission in those instances in which the
committees' work or observations relate to the functions of planning
and zoning.

(f)  The Board of County Commissioners may appropriate public
funds to implement and support the powers and duties provided in
this section.
