amount of such bond. The cash or securities so deposited shall be
held in trust by the Commissioner until a certificate of authority is
issued to the insurer, to indemnify the State of Maryland and all sub-
scribers and creditors of the insurer for the matters and things set
forth in this section as conditions of the bond.]

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 545
(Senate Bill 265)

AN ACT to repeal Sections 39 and 40 of the Code of Public Local
Laws of Howard County (1957 Edition, being Article 14 of the
Code of Public Local Laws of Maryland), title "Howard County",
sub-title "County Commissioners and County Collectors", Section
40 thereof having been amended by Chapter 351 of the Acts of
1961, and to enact new Sections 39 and 40 in lieu thereof, to stand
in the place of the Sections so repealed, revising the provisions
concerning the Board of County Commissioners for Howard
County, making provision for the number of these commissioners
and for their compensation, powers and duties, providing for an
Executive Commissioner and five associates ASSOCIATE COM-
MISSIONERS and relating generally to the Board of County Com-
missioners of Howard County. AND MAKING THE PROVI-
SIONS OF THIS ACT SUBJECT TO A REFERENDUM IN
THE COUNTY.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 39 and 40 of the Code of Public Local Laws of Howard
County (1957 Edition, being Article 14 of the Code of Public Local
Laws of Maryland), title "Howard County", sub-title "County Com-
missioners and County Collectors", Section 40 thereof having been
amended by Chapter 351 of the Acts of 1961, be and they are hereby
repealed; that new Sections 39 and 40 be and they are enacted in
lieu thereof, to stand in the place of the Sections so repealed, and
all to read as follows:

39.

(a) There shall be six FIVE County Commissioners of Howard
County who shall be voters and taxpayers of the county. Each shall
hold office for a term of four years and be eligible for re-election.
Five
FOUR of the six County Commissioners shall be Associate
Commissioners,
WHO SHALL BE ELECTED BY THE VOTERS
OF THE ENTIRE COUNTY AS SUCH, and the sixth FIFTH shall
be the Executive Commissioner.
WHO SHALL BE ELECTED BY
THE VOTERS OF THE ENTIRE COUNTY AS SUCH. Each of

these six Commissioners shall be elected by the voters of the entire

county.

(b) The five FOUR Associate Commissioners shall receive an
