for necessary change or progress, and of cooperating with the
St. Mary's County Historical Society in these efforts, and with
the approval of the Board of County Commissioners it may accept
gifts to promote these objectives. This committee also shall study
and make recommendations concerning the conservation of the
natural resources of the county.
(e) The several committees shall submit reports to the County
Planning Commission in those instances in which the committees'
work or observations relate to the functions of planning and zoning.
(f) The Board of County Commissioners may appropriate public
funds to implement and support the powers and duties provided in
this section.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

(Senate Bill 549)
AN ACT to add a new Section 201A to Article 77 of the Annotated
Code of Maryland (1957 Edition), title "Public Education", sub-
title "Chapter 16. Public Libraries", to follow immediately after
Section 201 thereof, authorizing the Board of County Commission-
ers of St. Mary's County to borrow funds toward capital construc-
tion costs or costs of preservation for public library buildings in
St. Mary's County, and relating to such borrowing and to its re-
payment.
Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 201A be and it is hereby added to Article 77 of
the Annotated Code of Maryland (1957 Edition), title "Public Edu-
cation", sub-title "Chapter 16. Public Libraries", to follow immedi-
ately after Section 201 thereof, and to read as follows:
201 A.
The Board of County Commissioners of St. Mary's County may
borrow funds for paying part or all of the capital construction costs
or of the costs of preservation for public libraries in St. Mary's
County; and they may issue bonds, notes, or other evidences of in-
debtedness for the repayment of any such borrowed funds, and may
levy for payments of principal and of interest on these evidences of
indebtedness.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.
