(iii-a) Is engaged in the writing and issuing of policies in any
jurisdiction in which it operates upon a premium basis which is
found by the Commissioner to be insufficient, insecure or imprac-
ticable so as to endanger the solvency of the insurer.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 472
(Senate Bill 410)

AN ACT to repeal and re-enact, with amendments, Section 6 (k) of
Article 52 of the Annotated Code of Maryland (1964 Replacement
Volume), title "Justices of the Peace", sub-title "Civil Jurisdic-
tion", to increase the monetary civil jurisdiction of the trial
magistrates of Harford County designated as the People's Court
of the county.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 6 (k) of Article 52 of the Annotated Code of Maryland
(1964 Replacement Volume), title "Justices of the Peace", sub-title
"Civil Jurisdiction", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

(k) Trial Magistrates of Harford County designated as the
People's Court of Harford County shall have civil jurisdiction in all
cases hereinbefore mentioned in this section, instituted after January
1, 1960, and involving amounts not exceeding one thousand dollars
($1,000.00) and instituted after June 1, 1965, and involving amounts
not exceeding two thousand five hundred dollars ($2,500.00).

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 473
(Senate Bill 449)

AN ACT to add new Section 10D to Article 25 of the Annotated
Code of Maryland (1957 Edition and 1964 Supplement), title
"County Commissioners", sub-title "General Provisions", to follow
immediately after Section 10C thereof, to authorize the County
Commissioners of St. Mary's County to adopt a building code, to
provide for the appointment of inspectors for enforcement, pro-
viding penalties for violation and relating generally to the subject
of a building code in St. Mary's County.
