Department of Baltimore City shall be as provided for in the annual
Ordinance of Estimates of Baltimore City. On and after July 1, 1965,
all police officers of the Police Department of Baltimore City shall
MAY, in addition to all other compensation authorized by law, receive
appearance fees, in such amount, and in accordance with such rules
and procedures as may be established and determined by the Board
of Estimates of the City of Baltimore, for off-duty time spent as a
witness in connection with official duties in any state or federal
court within this State, including any duly constituted Grand Jury
and the Municipal Court of Baltimore City.

(2)    The Police Commissioner shall, from time to time, designate
positions in the Department, which require technical skill for the
proper performance of the duties, as technical positions. The Com-
missioner shall provide for additional compensation for each rank
of uniformed officers which shall be paid to those officers who serve
in technical positions, designated by the Commissioner as aforesaid,
during the time that they serve therein. The Commissioner may,
in his discretion, transfer uniformed officers from their technical
positions to other positions and they shall thereafter be paid the
regular pay for their rank. The Commissioner shall, in his annual
estimate prepared in accordance with Section 548 of this Article,
make provision for the additional compensation referred to above.

(3)    The compensation and salaries of all uniformed officers and
all clerical and civilian employees of the Police Department of
Baltimore City shall be paid at such time or times as the Police
Commissioner shall determine, unless otherwise specifically provided
by law.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1965.

CHAPTER 452
(House Bill 1030)

AN ACT to add a new Section 304A to Article 93 of the Annotated
Code of Maryland (1964 Replacement Volume), title "Testa-
mentary Law," subtitle "Register of Wills," to follow immediately
after Section 304 thereof, providing for a certain salary increase
to each of the non-elected employees of the several registers of
wills in this State.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 304A be and it is hereby added to Article 93 of the
Annotated Code of Maryland (1964 Replacement Volume), title
"Testamentary Law," subtitle "Register of Wills," to follow im-
mediately after Section 304 thereof, and to read as follows:

304A.

On and after July 1, 1965, the State Comptroller shall allow and
pay a salary increase to each of the non-elected employees in the
