(a) All salaries, wages, payments and any other expenses law-
fully incurred by the board of supervisors of elections of any county,
or of the City of Baltimore, as the case may be, shall be paid by the
county commissioners or county council of the county or the mayor
and city council of Baltimore, respectively. The salaries of the
members of the several board of supervisors shall be paid in such
installments as may be prescribed by the respective county commis-
sioners or county councils, or by the Mayor and City Council of Balti-
more; and the members of the said boards shall receive no other
fees or compensation, except as provided in this article. The total
amount of compensation paid by or for any board shall not exceed
in any one year the total amount appropriated for the use of the
said board of supervisors of elections.
(b) In Prince George's County the Board of County Commis-
sioners are hereby empowered to levy for and shall appropriate the
sum of $25,000.00 to be expended by the Board of Supervisors of
Elections in said county for the express purpose, and no other, of
reorganizing, modernizing, and bringing up to date the files con-
taining the registration records of voters in Prince George's County.
This appropriation is to be limited under this Act for the fiscal year
beginning July 1, 1965, and ending June 30, 1966, and is not author-
ized to be made in any subsequent year, and for the purposes of this
Act is not to be considered the funds needed for the normal operating
budget of the Board of Supervisors of Elections in said county. The
said appropriation is to be used by the Board of Election Super-
visors to purchase such necessary material and pay the expenses in-
curred incidental to obtaining from the United States Post Office
Department change of address information of all registered voters
for two years previous to the effective date of this Act and obtaining
information for the purpose of adding the ZIP code numerals to
the mailing address of all registered voters now or before the next
general election day held in said county. The Board is authorized to
expend from said, fund such sums as may be necessary to record
information required for voter registration and Election Board rec-
ords on electronic equipment cards suitable for the presently avail-
able bookkeeping machinery now in use by any public office or agency
in Prince George's County. It is directed that the reorganizing,
modernizing, and bringing up to date anticipated by this Act shall
be completed by the Board of Election Supervisors not later than
November 1, 1965, any part of such sum remaining unexpended may
then be retained by the Board of Supervisors of Elections and there-
after expended only for the purpose of payment to obtain changes
of addresses from time to time from the United States Post Office
Department as its regulations will permit. When all of said fund has
been expended it is anticipated by this Act that the Board of Super-
visors of Elections shall include the estimated cost of obtaining such
changes of addresses in the budget requests submitted from time to
time to the County Commissioners for Prince George's County. In
no event shall the sums appropriated under this Act be used for
salaries or expenses involved in the operation of the election office,
but shall be used as hereinbefore set forth and no other purpose.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.
