Whereas, Howard County has experienced significant changes in
recent years and it is anticipated that the population of the County
will soon undergo a tremendous increase; and
Whereas, The needs of the people for public works including roads,
storm sewer and water facilities will be greatly increased and will
require efficient governmental servicing; and
Whereas, It is realized that basic changes in governmental struc-
ture should not be entered into lightly or on the basis of immediate
present need but should be made in advance for future generations;
and
Whereas, It is deemed desirable to have a study made first to deter-
mine what changes, if any, in the structure or form of the County's
present public works system should be made to best satisfy these
needs and to prepare specific recommendations as to the actual con-
tent of any modification to the present structure; now, therefore
Section 1. Be it enacted by the General Assembly of Maryland,
as follows:
A. The Howard County Public Works Study Commission is hereby
created for the purpose of studying and making recommendations
concerning the structure or form of a new governmental agency to
administer public works in Howard County. The Commission shall be
composed of eleven (11) persons who shall serve without compensa-
tion. Commission members shall be selected and appointed by the
joint action of the Board of County Commissioners and the State
Senator and members of the House of Delegates elected from the
county. One of the persons so selected shall be designated by the
appointing authorities as Chairman of the Commission. In appointing
the members of the Commission, the appointing authorities shall
endeavor to select those whose devotion to the County and its people,
whose education and experience especially equip them for member-
ship on the Commission. In addition to the eleven (11) members
herein provided, the County Commissioners, State Senator and mem-
bers of the House of Delegates shall serve as ex-officio, non-voting
members of the Commission and render advisory assistance thereto.
B. The Commission shall examine the existing Howard County
Metropolitan Commission and the Howard County Roads Department
in light of the present and future needs of the people of Howard
County, giving due consideration to the prospective growth of the
County with a view towards the development of a new Board of
Public Works. It shall meet and hold hearings as often as may be
necessary to accomplish this purpose. It shall assemble such data
and obtain such technical advisory services as may be needed.
C. For these purposes the Commission is to be appointed by Sep-
tember 1, 1965, and is directed to hold its first meeting not later than
October 1,1965.
D. The Commission is directed to report to the County Commis-
sioners, to the State Senator, the members of the House of Delegates
and the people of Howard County on or before February 1, 1966.
Such report shall be in writing and shall include its detailed findings,
recommendations and a draft of any suggested changes or instrument
