544                              LAWS OF MARYLAND                      [CH. 374

Maryland-Washington Regional District all of the County of Prince
George's with the exception of the Town of Laurel.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 57 (b) of Chapter 780 of the Laws of 1959, as amended
by Chapter 484 of the Laws of 1961, is hereby repealed and re-
enacted, with amendments, to read as follows:

57.

(b) Prince George's County—The entire area of Prince George's
County is within the Regional District, with the exception, however,
of the [t] Town of Laurel, as its corporate boundaries are defined
as of April 24, 1961. [, the Aquasco Election District (No. 8), the
Nottingham Election District (No. 4), and that portion of the
Brandy wine Election District (No. 11) lying south and east of a
line located one hundred (100) feet parallel to, and to the south
and east of, the southern and eastern side of the right-of-way of the
Crain Highway, being U.S. Route 301.] No municipal corporation
within the areas added by this sub-section to the Maryland-Washing-
ton Regional District shall be authorized, by means of an amendment
to its charter or otherwise, to exercise any of the powers relating
to planning, subdivision control and/or zoning now or hereafter
granted by the said Maryland-Washington Regional District Act to
The Maryland-National Capital Park and Planning Commission or
the County Commissioners of Prince George's County. If this sub-
section shall for any reason be held by any court of competent juris-
diction to be invalid, it is hereby declared to be the intention of the
General Assembly that this sub-section is severable and that the
remaining portions of this sub-section would have been enacted with-
out the invalid portions.

Sec. 2 And be it further enacted, That this Act is hereby declared
to be an emergency law and necessary for the immediate preservation
of the public health and safety, and being passed by a yea and nay
vote, supported by three-fifths of all the members of the two houses
of the General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 374
(House Bill 164)

AN ACT to repeal and re-enact, with amendments, subsection 3 of
Section 110 of Article 21 of the Annotated Code of Maryland
(1957 Edition), title "Conveyancing," subtitle "Land Installment
Contracts," to add a new subsection (5) to Section 111 of said
Article of said Code (1957 Edition and 1964 Supplement), under
said title and subtitle, to follow immediately after Section 111 (4)
thereof; and to add new Section 112A to said Article of said Code
(1957 Edition) under said title and subtitle, to follow immediately
after Section 112 thereof; providing that the definition of the
term "property" as covered by land installment contracts shall
