member of The Council, and he shall also appoint one member of the
Baltimore County planning board as a member of The Council. The
respective boards of county commissioners of Anne Arundel, Carroll,
Harford, and Howard counties shall each appoint one member of
each of their respective boards as members of The Council and they
shall also appoint one member of each of their respective county
planning boards as members of The Council. The Governor of the
State of Maryland shall appoint one member of the Senate and one
member of the House of Delegates, each from the regional planning
[areas] area, as members of The Council; and the Governor shall
also appoint two citizens as members of The Council, selected at
large from residents within the area. The Director of the State De-
partment of Planning and the Chairman-Director of the State Roads
Commission shall serve ex officio as members of The Council. The
Metropolitan Transit Authority and the Maryland Port Authority
shall each designate one of its members to serve on The Council.
Each appointing authority, with the exception of the Governor,
within five days after making such appointment shall advise the
Governor thereof.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

(Senate Bill 56)
AN ACT to repeal and re-enact, with amendments, Section 23 (a) of
Article 96A of the Annotated Code of Maryland, (1964 Replace-
ment Volume), title "Water Resources", sub-title "Pollution Abate-
ment", to correct a reference contained therein.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 23 (a) of Article 96A of the Annotated Code of Mary-
land, (1964 Replacement Volume), title "Water Resources", sub-title
"Pollution Abatement", be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
23.
(a) It shall be the duty of the Commission to study, investigate
and from time to time recommend ways and means of eliminating
from the waters of the State, so far as practicable, all substances and
materials which pollute or tend to pollute the same and to recom-
mend methods, as far as practicable, for preventing pollution as de-
fined in [Section 34 of this sub-title] Section 2 of this article.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.
