receive such compensation as may be determined by the County
Commissioners from time to time. The term of each of the five
members is five years or until their successors are appointed and
have qualified, except that the first Commissioners named by said
Commissioners shall serve for one year, the second shall serve for
two years, and the third shall serve for three years, the fourth for
four years and the fifth for five years from the dates of their respec-
tive appointments; and as the term of each Commissioner expires,
his successor shall be appointed by the County Commissioners. The
Commission shall name its chairman and vice-chairman.
Any
vacancy in the membership of the Commission shall be filled by
appointment by the County Commissioners for the unexpired term.
The members of the Commission are a body corporate by the name
of the "Harford County Metropolitan Commission" (referred to
elsewhere in this subtitle as "the Commission"), with the right to
use a common seal, to sue and be sued, and to do any and all other
corporate acts for the purpose of carrying out the provisions of this
subtitle. Nothing in this section shall be construed to affect the
rights and liabilities of the Commission; and as reconstituted, the
continuity of the Commission's legal existence shall not be impaired.

(b) [The Commission shall elect one of its members as Chairman
and shall appoint, discharge at its pleasure and, subject to the ap-
proval of the County Commissioners, fix the compensation of a
Secretary-Treasurer, and/or a chief engineer, and such engineering,
legal, clerical, and other personnel and help, as from time to time
the Commission may deem necessary to carry out the provisions of
this subtitle.] The Director of the Department of Public Works for
Harford County shall ex officio be the chief administrative officer
for the Commission under the title of Director of Sanitary Facilities,
whose duties shall be to execute the policies of the Commission within
the provisions of this subtitle. The Commission shall appoint and
discharge at its pleasure a Secretary-Treasurer, a chief engineer,
and such other engineering, legal, clerical and other personnel as
the Commission may deem necessary at such wage or salary scales
as may be approved by the County Commissioners.
The Secretary-
Treasurer [, if any,] appointed by the Commission shall be the
collector of all charges and assessment made by the Commission,
and shall receive and account for all monies which shall be due and
payable to the Commission from any source whatsoever. All monies
deposited shall be protected by a depository bond, or by such other
securities as may be approved by the Commission. The Secretary-
Treasurer shall give bond to the State of Maryland, to the amount
of $20,000.00, with a good and sufficient surety to be approved by
the Commission, with the condition "that if the above bounden shall
well and faithfully execute his office and shall account to the Com-
mission for all monies which he shall receive for account of the
Commission, or be answerable for by law, then the said obligation
to be void, otherwise to be and remain in full force and effect." The
bond, when approved, shall be recorded in the office of the Clerk
of the Circuit Court for Harford County; and the person so appointed,
before entering upon the duties of his office shall take an oath before
the Clerk of the Circuit Court for the County, in form similar to
that taken by collectors of taxes, except as to the title of the office.
The Commission may pay the premiums on all bonds. All checks
issued by the Commission shall be signed by the Secretary-Treasurer
and countersigned by one member of the Commission.
