in Howard County and creating a Metropolitan District and in-
corporating therein the Ellicott City Subdistrict, Elkridge Sub-
district, Guilford Subdistrict, Dorsey Subdistrict, and Patuxent
Subdistricts created heretofore pursuant to the provisions of
Section 127 herein and providing for the assumption by the
Metropolitan District of the outstanding bonded indebtedness
issued heretofore by the Subdistricts, and providing for the ex-
tension and enlargement of the Metropolitan District upon petition
of the property owners in the locality to be added to the Metro-
politan District, and requiring public hearings on proposed ex-
tensions of the Metropolitan District.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 125 (a), 127, 129, 130, 131, 132 (c), 132 (e), 134 (a),
137 and 138 of the Code of Public Local Laws of Howard County
(1957 Edition, being Article 14 of the Code of Public Local Laws of
Maryland), title "Howard County," subtitle "Metropolitan Com-
mission," as respectively last amended by Chapter 530 of the Acts
of 1961, by Chapter 369 of the Acts of 1963, by Chapter 745 of the
Acts of 1961, by Chapter 773 of the Acts of 1961, by Chapter 825
of the Acts of 1963, by Chapter 746 of the Acts of 1961, and by
Chapter 369 of the Acts of 1963, be and they are hereby repealed
and re-enacted, with amendments, to read as follows:

125.

(a) For the purpose of carrying out the provisions of this sub-
title, the [Sanitary Districts] Metropolitan District created here-
after shall be under the jurisdiction of a Commission of four persons,
one of whom shall be a member of the Board of County Commis-
sioners of Howard County, designated by said Board to serve; and
the other three shall be appointed by said Board, and shall reside
in Howard County, be resident taxpayers of said County and
qualified voters thereof. The term of each of the three appointed
members shall be six years or until their successors are appointed
and have qualified, except that the first Commissioner named by
said Board of County Commissioners shall serve for two years, the
second for four years and the third for six years from the date of
their appointments and as the term of each Commission expires, his
successor shall be appointed by the Board of County Commis-
sioners of Howard County. Any vacancy in the personnel of the
Commission shall be filled by appointment by the Board of County
Commissioners of Howard County and for the unexpired term in
the case of an appointed member.

127.

The Howard County Metropolitan District is hereby created and
incorporated therein shall be the Ellicott City, Elkridge, Guilford,
Dorsey, and Patuxent Subdistricts created heretofore pursuant to
Chapter 991 of the Acts of 1943, as amended by Chapter 609 of the
Acts of 1945 and by Chapter 369 of the Acts of 1963, the boundaries
whereof being recorded among the Land Records of Howard County
as required. The Chief
ENGINEER shall cause to be prepared
a plat of the Metropolitan District as heretofore created and
the same shall be recorded and copies of said plat shall be
filed in the manner set forth hereinafter.
