FINANCIAL SUPPORT BY WAY OF SERVICE CHARGES AND
FEES, IN THE OPERATION AND MAINTENANCE OF SUCH
DISPOSAL FACILITIES OR AREAS;

(4) ACQUIRE LAND, INCLUDING RIGHTS OF WAY OR
EASEMENTS, IN FEE SIMPLE, OR OTHERWISE, AS NEEDED
OR DESIREABLE FOR THE PURPOSES OF THIS SECTION
BY PURCHASE, GIFT, LEASE OR CONDEMNATION;

IN ORDER TO INSTITUTE OR OBTAIN THE DISPOSAL
FACILITIES OR AREAS, INCLUDING THE ACCESS ROADS
NECESSARY THERETO, THE COUNTY COMMISSIONERS
MAY APPROPRIATE MONIES FROM THE GENERAL FUNDS
OF ALLEGANY COUNTY, PROVIDED THAT THE MONIES
APPROPRIATED BE PAID BACK TO THE GENERAL FUND
FROM THE FEES AND SERVICE CHARGES COLLECTED FOR
THE USE OF SUCH FACILITIES, ON A REASONABLE RATE
OF AMORTIZATION, OVER AND ABOVE THE AMOUNTS
NEEDED FOR PROPER OPERATION, MANAGEMENT, MAIN-
TENANCE, OR EXPANSION OF SUCH DISPOSAL FACILITIES.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 308
(House Bill 754)

AN ACT to repeal and re-enact, with amendments, Section 250A of
Article 27 of the Annotated Code of Maryland (1964 Supplement),
title "Crimes and Punishments," subtitle "I. Crimes and Punish-
ments," subheading "Gaming," to authorize the County Commis-
sioners of Howard County to adopt and from time to time amend
regulations governing the issuance of permits for carnivals, bazaars
and raffles and to authorize the charging of a reasonable fee for
the issuance of each permit and to require the filing of a statement
subsequent to the completion of the carnival, bazaar or raffles so
licensed and to provide by said regulations for the limitations upon
the number of licenses or permits to be issued to a particular organ-
ization within the period of each fiscal year and to authorize the
Board of County Commissioners to refuse to issue permits to a
particular organization which has violated the terms of the regu-
lations or of the law in connection with the operation of raffles,
bazaars or carnivals.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 250A of Article 27 of the Annotated Code of Maryland
(1964 Supplement), title "Crimes and Punishments," subtitle "I.
Crimes and Punishments," subheading "Gaming," be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

250A.

Nothing in this subtitle shall be construed to make it unlawful
for any volunteer fire company or bona fide fraternal, civic, war
