Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.
SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION
OF THE PUBLIC HEALTH AND SAFETY, AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE SUPPORTED BY THREE-
FIFTHS OF THE MEMBERS ELECTED TO EACH OF THE
TWO HOUSES OF THE GENERAL ASSEMBLY, THE SAME
SHALL TAKE EFFECT FROM THE DATE OF ITS PASSAGE.

AN ACT to add a new Section 61A to the Code of Public Local Laws
of Allegany County (1963 Edition, being Article 1 of the Code of
Public Local Laws of Maryland), title "Allegany County," subtitle
"County Commissioners," to follow immediately after Section 61
thereof, authorizing the County Commissioners of Allegany County
to institute, maintain, and operate a system for the collection, re-
newal and disposal of refuse, garbage, or other matter, providing
for fixing and collecting service charges for this purpose, and
authorizing the issue of permits, and relating generally to the
collection, renewal and disposal of refuse, garbage, rubbish, or
other matter in Allegany County. THEREOF, AUTHORIZING
THE COUNTY COMMISSIONERS OF ALLEGANY COUNTY
TO ACQUIRE, INSTITUTE, OBTAIN, MAINTAIN AND
OPERATE A TRACT OF LAND OR TRACTS OR PARCELS
OF LAND FOR THE DISPOSAL OF REFUSE, GARBAGE, OR
OTHER MATTER, PROVIDING FOR FIXING AND COLLECT-
ING SERVICE CHARGES FOR THE USE OF SUCH FACILI-
TIES AND FOR THE PROPER MAINTENANCE THEREOF,
AND AUTHORIZING THE USE OF SUCH FACILTIES BY
PERSONS, FIRMS, MUNICIPAL CORPORATIONS AND ALL
OTHER PERSONS DESIRING TO USE SAID TRACTS OR
FACILITIES, AND RELATING GENERALLY TO THE DIS-
POSAL OF REFUSE, GARBAGE, RUBBISH, OR OTHER MAT-
TER IN ALLEGANY COUNTY.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 61A be and it is hereby added to the Code of
Public Local Laws of Allegany County (1963 Edition, being Article 1
of the Code of Public Local Laws of Maryland), title "Allegany
County," subtitle "County Commissioners," to follow immediately
after Section 61 thereof, and to read as follows:
