horses or other beast of burden and wagon or other vehicle, the sum
of two hundred dollars; and with a motor truck or motor vehicle of
any description whatsoever, the sum of three hundred dollars. Pro-
vided that the license to travel with a motor truck or motor vehicle
of any description shall be one hundred dollars for residents of Gar-
rett County, and one hundred dollars for residents of Worcester Coun-
ty who vend ice cream therefrom in Worcester County. The clerk shall
supply the licensee in the case of a horse and wagon or motor truck or
motor vehicle, in addition to the license herein mentioned, with a
metal tag or stamp to be attached to the vehicle and to be clearly
visible. In the case of a foot peddler, he shall have in his possession
at all times the said license issued by the clerk and display the same
upon demand of any uniformed officer of the law. This section not to
apply to Anne Arundel, Prince George's, Baltimore, Cecil nor Mont-
gomery counties.
Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two houses of the General Assembly, the same
shall take effect on May 1, 1965.

(House Bill 13)
AN ACT to add new Sections 12A and 638A to Article 27 of the
Annotated Code of Maryland (1957 Edition), title "Crimes and
Punishments," subtitles, respectively, "Crimes and Punishments"
and "Venue, Procedure and Sentence," Section 638A thereof under
the subheading "Sentence and Punishment," said new sections
to follow immediately after Sections 12 and 638 respectively,
Section 12A to be under the new subheading "Violation of Bail
or Recognizance," to authorize judges, people's court judges, munic-
ipal court judges, and trial magistrates in the State with criminal
jurisdiction to release accused persons other than minors on
recognizance prior to or after trial subject to exceptions and to
establish the offense of violation of bail or recognizance by accused
persons and witnesses and to fix the penalty therefor, and relating
generally to the release of accused persons on bail or recognizance
in criminal cases in the State.
Section 1. Be it enacted by the General Assembly of Maryland,
