302                              LAWS OF MARYLAND                      [CH. 279

Public Local Laws of Maryland), title "Harford County," to
follow immediately after Section 427 thereof, as last amended
by Chapter 706 of the Acts of 1963; a prior section numbered
428 having been repealed by said Chapter 706 of the Acts of
1963, said new Section 428 to be under a new subtitle "Motor
Vehicles and Traffic"; to provide the Director of Public Works
of Harford County with authority to remove abandoned motor
vehicles, and to provide a method for the sale of said motor
vehicles and applications of funds received therefrom, and relating
generally to the removal and disposition of abandoned motor
vehicles in Harford County.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 428 be and it is hereby added to the Code of
Public Local Laws of Harford County (1957 Edition, being Article
13 of the Code of Public Local Laws of Maryland), title "Harford
County," to follow immediately after Section 427 thereof, as last
amended by Chapter 706 of the Acts of 1963; a prior section
numbered 428 haying been repealed by said Chapter 706 of the
Acts of 1963; said new Section 428 to be under a new subtitle
"Motor Vehicles and Traffic".

428.

(a)    If any motor vehicle is left unattended upon any public
road, highway, alley or parking lot of the county in violation of any
law, ordinance or order regarding the parking of motor vehicles,
or if any motor vehicle is left unattended upon any such road,
highway, alley or parking lot for an unreasonable length of time
so as to impede the movement of traffic or constitute a threat to
public safety, the Director of Public Works shall have authority to
impound and remove such motor vehicle and charge to the owner
thereof the costs of towing, storage and any other charges incurred
in connection therewith.

(b)    Whenever any motor vehicle or part thereof is in the
custody of the Director of Public Works and whenever the owner or
person entitled to the possession thereof cannot be located and fails
to claim such motor vehicle or part thereof for a period of sixty
days after such motor vehicle, or part thereof, came into the custody
of the Director of Public Works, the same may be disposed of by
the Director of Public Works, at public sale, at some place which shall
be convenient and accessible to the public, at any time between
the hours of 10:00 a.m. and 6:00 p.m., provided that an advertise-
ment of the time, place and terms of the sale, together with a full,
detailed description of such motor vehicle, or part thereof, shall
be inserted in at least one newspaper of general circulation in the
county, at least once each week for two successive weeks prior to
the sale; provided, further, that a notice by registered mail shall
be sent at least ten days prior to the sale to the owner and lien
holder, if any, shown on the records of the commissioner of motor
vehicles, or the person entitled to the possession of such motor
vehicle, or part thereof, if his address be known, or if it can be
ascertained by the exercise of reasonable diligence. If such address
cannot be ascertained then such notice shall not be required.

(c)    The certificate of the Director of Public Works that he has
sold any motor vehicle at public auction to a purchaser shall con-
