funds to a company. The County Commissioners are authorized and
directed to appropriate annually a sum to be determined by them of
not less than one thousand dollars ($1,000.00) nor more than three
thousand dollars ($3,000.00) to the Fair Board of Calvert County,
said sum to be distributed on a semi-annual basis. The County Com-
missioners are further authorized to appropriate in an emergency a
sum to be determined by them to the Calvert County Hospital.

Sec. 2. And be it further enacted, That the provisions of this Act
shall not be construed to extend or apply to the fiscal year in which
this Act becomes effective.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 273
(House Bill 380)

AN ACT to repeal and re-enact, with amendments, Section 34 of
Article 15A of the Annotated Code of Maryland (1964 Supplement),
title "Budget and Procurement," subtitle "Purchasing Bureau,"
eliminating the provision of existing law exempting the Police
Department of Baltimore City from the requirement that State
agencies, departments and commissions be subject to purchasing
laws and regulations of the political subdivision from which they
receive more than fifty per cent (50%) of their regular annual
operating expenses.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 34 of Article 15A of the Annotated Code of Maryland
(1964 Supplement), title "Budget and Procurement," subtitle "Pur-
chasing Bureau," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

34.

A department, board, commission, office, court, bureau, or other
agency of the State government which receives more than one half
of its regular annual operating expenses from a political subdivision
of this State is not a "using authority" within the meaning of this
subtitle; and the Department of Budget and Procurement and the
Purchasing Bureau are not required to make any purchases for or
take any part in the purchasing program of any such department,
board, commission, office, court, bureau, or other agency. As to any
such department, board, commission, office, court, bureau, or other
agency, the political subdivision from which it receives more than
one half of its regular annual operating expenses shall hereafter
have the responsibility for operating the purchasing program; and
any such department, board, commission, office, bureau or other
agency shall be subject to the purchasing laws and regulations of
such political subdivision now or hereafter in effect. [Nothing in this
