It shall be the duty of the judges or a judge of the circuit court
for the county, not less than fifteen days before the commencement
of each term of the court, at which jurors are required to attend, in
the presence of such practicing members of the bar of the court as
shall think proper to attend, notice of the time and place having first
been given to the bar through the crier of the court, to proceed to
select from the list last furnished by the clerk to the county [com-
missioners] council as provided in the preceding section, and from
the poll books of the several [election] councilmanic districts of the
county, which shall have been returned and filed, in the clerk's office
of the circuit courts for the county, after any general election that
may have been held last before such selection, a panel to consist of
three hundred names of citizens of the county, to be fairly and im-
partially selected, with special reference to the intelligence, sobriety
and integrity of such persons and without the least reference to their
political opinions, which such names shall be selected as to their
respective numbers from the respective [election] councilmanic dis-
tricts of the county as follows: From the first [election] councilmanic
district, [thirty-five] thirty-nine; from the second [election] council-
manic district, [forty] forty-five; from the third [election] council-
manic district, [fifty] fifty-four; from the fourth [election] council-
manic district, [fifty] thirty-six; from the fifth [election]
councilmanic district, [fifty] forty-five; from the sixth [election]
councilmanic district (Annapolis City), [forty] fifty-one; and, from
the seventh [and eighth election] councilmanic district, a total of
[thirty-five] thirty; and of the names of persons so elected, and the
respective districts from which they have been selected a list shall
be made and a certificate appended thereto by the judge or judges,
certifying that the list of names has been selected in conformity with
and according to the spirit of this section, and the list and certificate
shall be filed with the clerk of the court and by him be preserved as
other proceedings of the court are kept.
6-13.
When the list of names, selected as directed by the preceding section
is made and certified as provided in the preceding section, immediately
thereupon the judge or judges of the court, in the presence of the
members of the bar as provided in the preceding section, and such
other persons as may attend, of the list of three hundred names, shall
select and appoint one who shall be foreman of the grand jury, and
shall cause all the names selected and placed on the list aforesaid,
except the name of the foreman, to be legibly written on ballots of
equal size and the same color and appearance, which shall be closely
folded and placed by the judge or judges, with their own hands,
immediately before the drawing herein provided for, into a cubiform
box of the square of twenty inches, to be procured for that purpose
by the clerk of the court, under the direction of the judge or judges
of the court, which box shall have seven compartments or drawers,
which shall be numbered to correspond with the numbers of the
respective [election] councilmanic districts of the county; and the
names of the persons so selected as aforesaid, except name of the
foreman, shall be placed by the judge or judges in the compartments
or drawers as follows: The names selected from the first [election]
councilmanic district in number one; the names from the second
