ployees, operations, powers and duties, and relating generally to
the work of this Commission in preserving and improving the City
of Annapolis AND THE AREAS ADJACENT THERETO as the
Capital City of Maryland.
Whereas, The members of the General Assembly of Maryland are
deeply interested in the future development and progress of the City
of Annapolis AND THE AREAS ADJACENT THERETO.
The General Assembly as Maryland's legislative body meets an-
nually in this lovely, old town and is anxious to assist in any practical
program for preserving the fine, old features of Annapolis in har-
mony with the change and development required in modern times.
The General Assembly feels that it should take part in a concerted
effort along with officials of the City of Annapolis, the County of
Anne Arundel, and the State of Maryland, in preserving the
colonial and historic features of Annapolis, and at the same time
planning for its orderly growth and development.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 360 be and it is hereby added to Article 41 of the
Annotated Code of Maryland (1957 Edition and 1964 Supplement),
title "Governor—Executive and Administrative Departments", to
follow immediately after Section 359 thereof, and to be under the
new subtitle "31. Capital City Commission", to read as follows:
31. Capital City Commission

(a) The Maryland Commission on the Capital City is created, with
the membership, powers and duties here provided.
(b) The membership of the Commission is composed of fifteen
persons, chosen or specified as follows: two persons appointed by
the President of the Senate of Maryland; two persons appointed by
the Speaker of the House of Delegates of Maryland; two persons ap-
pointed by the Governor of Maryland; two persons resident in Anne
Arundel County, including a member of the County Council appointed
by the County Council of Anne Arundel County; a person resident
in the City of Annapolis, appointed by the Mayor of the City of
Annapolis; the Mayor of the City of Annapolis, ex officio; the
Director of Public Improvements of Maryland, ex officio; the Di-
rector of State Planning, ex officio of the Superintendent or executive
head of the United States Naval Academy at Annapolis, ex officio;
the State Director of Highways, ex officio; and the President or execu--
tive head of St. John's College in Annapolis, ex officio. The Director
of State Planning is chairman of the Commission.
(c) Appointment to the Commission is for a term of four years,
except that of the members first appointed, one each of the appointees
of the President of the Senate, Speaker of the House, and Governor,
the non member appointee of the Mayor of Annapolis all shall be
appointed by the respective appointing authorities for terms of two
years. All terms date initially from July 1, 1965. Any member may
be reappointed to another term.
