shall be [payable] in equal semi-annual installments on or before
January 1, and July 1, of each year. On or before the above dates,
the Hospital shall provide the County Commissioners with a financial
statement of its operations.
21A. The County Commissioners of Somerset County are author-
ized and empowered to pay annually to the Peninsula General Hos-
pital at Salisbury an amount not to exceed Ten Thousand Dollars
($10,000), as in their sole discretion appears appropriate, considering
the cost to the said hospital of caring for residents of Somerset
County who are patients under the "Hospital In-Patient Program—
Medical Care Services". An amount not to exceed Ten Thousand
Dollars ($10,000) may be paid for the fiscal year ending July 1, 1965,
any time before that date, and annual amounts thereafter shall be
paid in equal semi-annual installments on or before January 1st and
July 1st of each year, to the extent that net profits from the operation
of the Somerset County liquor dispensaries, payable to the County
Commissioners, equal or exceed the amounts of such payments. On
or before these dates, the Peninsula General Hospital shall provide
the County Commissioners with a financial statement of its opera-
tions, including an estimate, as exact as may be, of its costs of caring
for residents of Somerset County who are patients under the above
program.
Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to add new Section 29A to Article 2B of the Annotated Code
of Maryland (1957 Edition), title "Alcoholic Beverages," subtitle
"Local Licenses and License Provisions," to follow immediately
after Section 29 thereof; to provide for the issuance of an addi-
tional type of beer, wine and liquor license in Baltimore City
AND RELATING TO THE PROCEDURE, CRITERIA, AND
TIME FOR THE ISSUE OF SUCH A LICENSE.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 29A be and it is hereby added to Article 2B of
the Annotated Code of Maryland (1957 Edition), title "Alcoholic
Beverages," subtitle "Local Licenses and License Provisions," to
follow immediately after Section 29 thereof, and to read as follows:
29 A.
(1) The board of license commissioners of Baltimore City may
authorize the issuance of an additional license, to be known as a
Class B-D-7 beer, wine and liquor license. Such special license shall
authorize the holder thereof to keep for sale and sell all alcoholic
