tional pension so provided herein shall be reduced by the actuarial
equivalent of those contributions which he had not paid, with interest
to date of retirement;
provided, however, that if at the time of
retirement the member has not attained the age of sixty, the addi-
tional pension equal to the difference between such allowance shall
be reduced on an actuarial equivalent basis.

Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety, and having been
passed by a yea and nay vote supported by three-fifths of the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 196
(Senate Bill 528)

AN ACT to repeal and re-enact, with amendments, Section 21 of
the Code of Public Local Laws of Somerset County (1963 Edition,
being Article 20 of the Code of Public Local Laws of Maryland),
title "Somerset County", sub-title "County Commissioners", and
to add new Section 21A thereto, to follow immediately after Section
21, increasing the maximum limit on payments by the County
Commissioners of Somerset County to the Edward W. McCready
Memorial Hospital at Crisfield, and authorizing and empowering
said Commissioners to make payments, in their discretion and
subject to certain maximum limits, to the Peninsula General Hos-
pital at Salisbury for the cost of care of indigent and medically
indigent residents of Somerset County, providing generally for
such payments and declaring this Act to be an emergency measure.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 21 of the Code of Public Local Laws of Somerset County
(1963 Edition, being Article 20 of the Code of Public Local Laws
of Maryland), title "Somerset County", sub-title "County Commis-
sioners", be and it is hereby repealed and re-enacted, with amend-
ments, and that new Section 21A be and it is hereby added thereto, to
follow immediately after Section 21, and all to read as follows:

21. The County Commissioners of Somerset County shall pay
annually to the Edward W. McCready Memorial Hospital at Crisfield
the [sum of Twelve Thousand Dollars ($12,000) annually or a sum]
lesser of (a) seventeen thousand five hundred dollars ($17,500) or
(b) an amount
equal to the difference between State-aid to the hos-
pital under the program "Hospital In-Patient Program—Medical
Care Services" and the actual cost of caring for the patients under
the above program [, whichever is the lesser sum]. This [sum]
amount shall be payable from the net profits of the operation of
the Somerset County liquor dispensaries which are payable to the
County Commissioners of Somerset County to the extent that the
profits equal or exceed such [sum] amount. [The sum] Payment
