(c) For these purposes the Commission is to be appointed by
April 15, 1965 and is directed to hold its first meeting not later than
May 1, 1965.
(d) The Commission is directed to report to the County Commis-
sioners, to the State Senator, the members of the House of Delegates
and the people of Harford County on or before December 15, 1965.
Such report shall be in writing and shall include its detailed find-
ings, recommendations and a draft of any suggested changes or
instrument of government together with such other pertinent mat-
ters as the Commission deems necessary or appropriate.
(e) The Board of County Commissioners is directed to provide
the Commission with such assistance and funds as may be required
to enable the Commission to carry out its duties under this section.
Sec. 2. And be it further enacted, That this Act shall expire
automatically on June 1, 1966, without further action on the part
of the General Assembly and shall be null and void after said date.
Sec. 3. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to repeal Section 40(c) of Article 10 of the Annotated Code
of Maryland (1960 Supplement), title "Attorneys at Law and At-
torneys in Fact," subtitle "State's Attorney," and to enact a new
Section 40(c) in lieu thereof to stand in the place of the section so
repealed, providing for an increase in the number of assistant
State's Attorneys for Anne Arundel County and compensation
therefor.
Whereas, pursuant to the provisions of Article XVI of the Con-
stitution of Maryland, the voters of Anne Arundel County, at the
general election held on November 3, 1964, approved Chapters 894
and 898 of the Acts of 1963, providing, among other things, for a
People's Court of Anne Arundel County; and
Whereas, the establishment of the People's Court of Anne Arundel
County makes necessary and desirable the services at the trial of
criminal causes in said Court of the State's Attorney or his assistants;
and
Whereas, the number of criminal causes which will be tried in said
Court is large and will be increasing; now, therefore,
