I, Lloyd L. Simpkins, Secretary of State of the State of
Maryland, pursuant to the direction contained in Section 172 (c)
of Article 33 of the Annotated Code of Maryland, (1957 Edition),
Do Hereby Certify, that at the General Election held in the State of
Maryland on November 3, 1964, an Act known as Chapter 161 of the
Acts of 1964 was submitted to the voters of the State of Maryland,
pursuant to the provisions of Article 14 of the Constitution of the
State of Maryland, said Act being as follows:
AN ACT to propose amendments to certain sections of the Con-
stitution of Maryland, being Sections 1, 3 and 13 of Article 2,
title "Executive Department," and Sections 14, 15, 27 and 52
(3) of Article 3, title "Legislative Department," relating to
the duration of the Sessions of the General Assembly, making
accompanying changes in present Constitutional provisions
concerning the salary of members of the General Assembly,
the term of office of the Governor, the nomination of civil
officers appointed by the Governor, the time and conditions for
introduction of bills and the submission of the budget to the
General Assembly by the Governor, correcting an error in
Section 15 of Article 3, and submitting these amendments to
the qualified voters of the State for adoption or rejection.
and I DO certify that at said election 333,094 votes were cast
in favor of the adoption of Chapter 161 of the Acts of 1964, and
191,148 votes were cast against adoption of said Chapter 161 of the
Acts of 1964, the said Act has therefore been ratified by a majority
of the qualified voters of the State of Maryland.
In Testimony Whereof, I have hereunto subscribed my
name and affixed my official seal at the City of
Annapolis, this 1st day of December, 1964.
