portion of the bill is not in any way mentioned in the title, that office
feels that it is in contravention of the quoted constitutional provi-
sion and should, therefore, not be approved.
For the reasons stated above, I feel that I am compelled to veto
this measure.

House Bill No. 752—Washington County Welfare Board
AN ACT to repeal and re-enact, with amendments, Section 14
(a) of Article 88A of the Annotated Code of Maryland (1964 Re-
placement Volume), title "State Department of Public Welfare," sub-
title "In General," relating to the Washington County Welfare Board,
fixing the travel reimbursement for members thereof.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Con-
stitution, I have today vetoed House Bill 752, 1965 Session, and I am
returning this bill along with my veto message.
This bill amends Section 14 (a) of Article 88A of the Anno-
tated Code of Maryland to provide a fixed amount for travel expenses
for each member of the Welfare Board of Washington County.
The Director of the State Department of Public Welfare has
advised me that this would set a very dangerous precedent. He be-
lieves strongly that the voluntary nature of service on county Wel-
fare Boards should be preserved. I know of no special circumstances
which would obtain in Washington County that would call for
handling expenses by a flat fee rather than by travel expenses. Other
counties might follow this precedent, and conceivably could provide
for substantial reimbursements for their Board members, resulting
in changing the concept of voluntary service, which we believe is
basic to good administration of public welfare at the local level.
Because of the above stated reasons, I feel compelled to veto
House Bill No. 752.
