Senate Bill No. 40—Nursing Home Loan
AN ACT to repeal and re-enact, with amendments, Sections 2 and
8 of Chapter 643 of the Acts of 1961, authorizing an increase in the
rate of interest of certificates of indebtedness heretofore unissued in
respect to the Nursing Home Loan of 1961, and extending the time
within which funds provided thereunder can be contracted for, and
correcting an error therein.

I find it unnecessary to place my signature on this bill since it
is a duplicate of House Bill 544, which I have already signed and
which is now Chapter 169 of the Acts of 1965.

Senate Bill No. 170—Psychiatrists
AN ACT to add a new Section 13A to Article 35 of the Annotated
Code of Maryland (1957 Edition), title "Evidence," subtitle "Com-
petency of Witnesses," to follow immediately after Section 13 thereof,
providing that certain disclosures and communications between a
patient and a person licensed to practice medicine while acting in the
capacity of a psychiatrist shall be privileged communications under
certain circumstances and relating generally to the terms and condi-
tions for this privilege.
