1638                            JOINT RESOLUTIONS

No. 30
(House Joint Resolution 32)

House Joint Resolution calling for a study to be made by the
Legislative Council of the problem of the disposition of solid
waste materials throughout the State.

Whereas, the rapid increase in accumulation of solid waste ma-
terials throughout the State of Maryland is becoming a severe
economic problem in many areas, and

Whereas, the indiscriminate depositing of such refuse along our
streets and highways, as well as throughout the countryside is creat-
ing an unsightly condition which is repulsive to all of those citizens
who are conscious of esthetic values, and

Whereas, this problem has been materially aggravated by more
economical methods of production in the steel industry which re-
quire less scrap metal in the production of steel, and

Whereas, this problem will undoubtedly become increasingly
worse unless appropriate steps are taken to correct it; now, there-
fore, be it

Resolved by the General Assembly of Maryland, That we request
the Legislative Council to make a comprehensive study of the prob-
lem of the deposition of solid waste material in the State in order
that effective measures can be taken toward alleviating this un-
sightly blight on our countryside; and be it further

Resolved, That the Legislative Council, in its study, explore the
possibility of helping to solve certain problems, such as, but not
limited to, shoreline stabilization in our coastal areas through the
use of discarded bulk metal for offshore barriers or reefs, in its
efforts to find useful as well as adequate methods of disposal of
such waste products; and be it further

Resolved, That the Legislative Council is requested to report to
the General Assembly prior to the regular session of 1966, so that
any recommendations which may require legislative action can be
implemented by necessary legislation during that session of the
General Assembly; and be it further

Resolved, That a copy of this resolution is sent to the Chairman
and Secretary of the Legislative Council.

House Joint Resolution to create a Cecil County Governmental Study
Commission to study the governmental structure of Cecil County,
to provide for the appointment and qualifications of its members,
to require it to report promptly, and to provide funds for the pur-
poses of the Commission.
