No. 29
(House Joint Resolution 27)
House Joint Resolution requesting the Governor of Maryland, the
Mayor of Baltimore City and the Police Commissioner of Balti-
more City to cooperate in the formation of a committee to confer
honors upon policemen in Baltimore City.
Whereas, It is often stated in the public press and in public
writings that the monetary rewards for the police officer are few
and inadequate; and
Whereas, It is desirable to reward police officers for outstanding
deeds of valor whether committed in uniform or off duty; and
Whereas, One means of rewarding an officer would be to give him
permanent points toward promotion to a higher rank for the com-
mission of outstanding deeds of valor; and
Whereas, A three-man committee composed of one prominent
citizen of Baltimore appointed by the Governor, another prominent
citizen appointed by the Mayor of Baltimore, and the Police Com-
missioner of Baltimore City or the Chief Inspector as his representa-
tive, should select the deeds of valor for which promotional points,
not to exceed ten in number, ought to be granted to the police
officers concerned; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Governor
of Maryland, the Mayor of Baltimore City and the Police Commis-
sioner of Baltimore City are requested to cooperate in the selection
of a committee as referred to herein for the purpose of conferring
honors upon police officers of Baltimore City for outstanding deeds
of valor; and be it further
Resolved, That copies of this resolution are sent to the Governor
of Maryland, the Mayor of Baltimore City, and to the Police Com-
missioner of Baltimore City.
