J. MILLARD TAWES, Governor                     1631

Resolved, That the Commission be requested to submit to the
General Assembly a proposal for recodifying and revising the laws
of this State concerning testamentary matters and inheritance taxes;
and be it further

Resolved, That the Governor be requested from funds at his dis-
posal to allow an appropriate sum of money for the work of this
Commission.

(House Joint Resolution 10)

House Joint Resolution commending the Police Commissioner and the
Police Department of Baltimore City for outstanding services to
the City of Baltimore.

Whereas, The business and community functions of a great metro-
politan city depend heavily on the effectiveness of the Police Depart-
ment for controlling lawless acts and in preserving peace and order
if or the inhabitants of the city; and

Whereas, In Baltimore City it has become fashionable in the past
year to seek out and publicize shortcomings in the operations of the
Police Department of Baltimore City; and

Whereas, Whether or not the allegations which have been made are
supportable, the cold fact remains that the very life of Baltimore
City depends on its Police Department; and

Whereas, The work of the Police Department in recent years in the
apprehension of criminals and their conviction has been greatly ex-
panded by the decisions of appellate courts which have imposed even
stricter limitations on the powers of the police to apprehend and
convict the criminal; and

Whereas, It is an historical but unfortunate fact of our American
Society that those persons most directly responsible for the safety
of all citizens should be among the most inadequately compensated
employees in our society, especially when the degree of danger in-
volved in the working conditions of a policeman and the hours he is
called upon to work are considered; and

Whereas, The citizens of Baltimore ought to express their appre-
ciation to the Police Commissioner and the Police Department for
their consistently excellent performance of a difficult job, now,
therefore, be it

Resolved by the General Assembly of Maryland, That we hereby
commend the Police Commissioner and Police Department of Balti-
more City for the outstanding services they have rendered to the
citizens of Baltimore City; and be it further

Resolved, That a copy of this resolution is sent under the Great
Seal of the State of Maryland to Police Commissioner Bernard J.
Schmidt for distribution in all police districts in Baltimore City.
