1630                            JOINT RESOLUTIONS

land State and Baltimore Bar Associations, BALTIMORE CITY AND
EACH COUNTY BAR ASSOCIATION.

Approved May 4, 1965.

No. 23
(House Joint Resolution 6)

House Joint Resolution requesting the Governor to appoint a Com-
mission to study a revision of the testamentary laws of this State.

The General Assembly is requesting the Governor to appoint a
Commission to study and revise the testamentary laws of this State.

These laws urgently need revision and recodification in order to
remove confusion concerning the location and intent of many sections
of these laws as well as duplications and conflicts in the laws relating
to testamentary business and tax laws pertaining thereto.

Testamentary law is an involved and technical part of the Maryland
Code and for the benefit of all concerned should be as clear, concise,
and orderly as possible. A revision of the laws would be of much
assistance both to the Registers of Wills and to the Orphans' Courts
in the prompt and proper administration of these laws; now therefore
be it

Resolved by the General Assembly of Maryland, That the Governor,
upon enactment of this Resolution, be requested to appoint a Commis-
sion to study and revise the testamentary law of this State together
with the tax laws which pertain to testamentary business; and be it
further

Resolved, That on this Commission he be requested to appoint not
less than twelve, all to be informed either by training or experience
in matters of testamentary law; and be it further

RESOLVED, THAT ON THIS COMMISSION HE BE RE-
QUIRED TO APPOINT TEN PERSONS EXPERIENCED IN
MATTERS OF TESTAMENTARY LAW, BUT NOT MORE THAN
TWO OF WHOM SHALL BE REGISTERS OF WILLS OR EM-
PLOYEES OF ANY REGISTER OF WILLS' OFFICE; AND BE
IT FURTHER

Resolved, That the Governor be requested to include on this Com-
mission at least one member of each House of the General Assembly,
at least two members of the Association of Registers of Wills of the
State of Maryland and at least two members of the Committee on
Probate and Estate Law of the State Bar Association of Maryland ;
and be it further

Resolved, That the Commission when appointed be requested to
meet and organize promptly and to make an exhaustive study and
review of all sections of the Maryland Code dealing with testamentary
law and inheritance taxes; and be it further
