59 70. Purposes of plan.

The making of the general plan, including its parts, amendments,

extensions, or additions, the protection of and the carrying out of
the plan, and the exercise of all planning, platting, zoning, subdivision
control, and all other powers granted on this subheading to the

commission or to the county council of Montgomery County or the
county commissioners of Prince George's County, shall be with the
purposes of guiding and accomplishing a coordinated, comprehensive,
adjusted, and systematic development of the Regional District, the

coordination and adjustment of said development with public and
private development of other parts of the State of Maryland and

not contained in the preliminary general plan, it shall hold a second
public hearing upon giving the same notice required for the first
hearing, which notice shall also contain a brief description of all
variations from the preliminary general plan which it proposes to
incorporate into the adopted general plan. The commission shall not
incorporate into an adopted general plan any matter not contained
in a preliminary general plan or a subsequent notice of hearing.,
EXCEPT AS HEREINAFTER PROVIDED. The adoption of
the plan or any part thereof or amendment, or extension or
addition thereto shall be by resolution of the commission car-
ried by the affirmative votes of not less than six members of
the commission of whom not less than three members shall be
from Montgomery County and not less than three members from
Prince George's County. No plan or part thereof shall be adopted
by the commission unless and until any amendment or extension or
addition to the plan presented at the public hearing has been sepa-
rately enumerated and specifically set forth with the reasons therefor
stated in the commission's resolution of adoption. The resolution on
the adoption of the plan shall refer expressly to the maps and de-
scriptive and other matter intended by the commission to form the
whole or part of the plan, and the action taken shall be recorded
on the map, plan, or descriptive matter by the identifying signature
of the chairman and secretary-treasurer of the commission. An
attested copy of the plan or any part thereof or any amendment or
extension or addition thereto shall be certified by the commission
to and filed with the clerk of the circuit court of each of Montgomery
and Prince George's counties.

(c) In Prince George's County, the commission shall first receive

the authorization of the district council before initiating any such

plan or part thereof, and that any plan adopted by the commission

shall be referred to the district council for review and consideration

within ninety (90) days after the commission shall have adopted

the plan. The district council shall approve, disapprove, or return

the plan to the commission for further consideration within nine (9)
months; otherwise the same shall be considered as an approved plan
for the future development of the District as set forth in this section.

Any plans now adopted shall remain effective, any plans pending
before the commission at the time this Act becomes effective shall
be approved, disapproved or referred to the commission by the dis

trict council within nine (9) months, otherwise the same shall be

considered as an approved plan for the future development of the

District as set forth in this section.
