(39)     ESTABLISH OR RE-ESTABLISH A TRANSFER OF-
FICE TO EFFECT THE TRANSFER OF ALL REAL PROPERTY
FROM ONE OWNER TO ANOTHER; RECORD THE NEW
OWNER'S NAME, ADDRESS, AND THE LIBER AND FOLIO
NUMBER OF THE COUNTY LAND RECORDS RELATIVE TO
SUCH TRANSFER, WITHIN SEVEN WORKING DAYS FROM
THE DATE OF THE TRANSFER, OR PRESENTATION OF
SUCH DEED FOR RECORD TO THE CLERK OF THE CIRCUIT
COURT FOR THE COUNTY.

(40)    PROVIDE FOR A MERIT SYSTEM FOR SUCH
COUNTY EMPLOYEES AS THE COMMISSIONERS SHALL
DETERMINE AND TO ENACT RULES AND REGULATIONS
THEREFOR.

(a) Applications for map amendments may be filed in no more

than two months in any calendar year, as designated by the district

council.

(b) Each applicant for a map amendment shall set forth the

grounds upon which the application is based, including a statement
of the particular mistake or mistakes in the zoning map and/or

change or changes in the character of the neighborhood which have
taken place since the adoption of the zoning map. Such statement

shall also specify the manner in which the said proposed amendment

will serve the purposes of zoning as set forth in subtitle 59, Section

70 of the Code of Public Local Laws of Prince George's County (1963

Edition, being Article 17 of the Code of Public Local Laws of

Maryland).; PROVIDED, HOWEVER, THE APPLICANT MAY
AMEND THE APPLICATION AT ANY TIME PRIOR TO THE
FINAL ACTION OF THE PLANNING BOARD.

(a) All witnesses appearing in any hearing before the district

council shall be sworn, subject to the penalties for perjury.

(b) Upon application, the district council or its clerk shall issue

summonses ad testificandum and duces tecum returnable before the
district council. Such summonses shall be enforceable upon ex parte

application to the Circuit Court for Prince George's County by the

person who originally made the request therefor, or by the district

council.

59-104.

No person who holds an office of profit or trust under the Con-

stitution or laws of Maryland, and no member of a firm of which

such person is a member, shall appear before the district council on

behalf of any applicant, unless the district council, after full dis-

closure of the relevant facts and circumstances, shall find that

material injustice would result from, in the particular case, denial

of the privilege of making such appearance.

The record of every hearing on a map amendment or special ex-
ception shall recite the vote or abstention from voting of each member
