with Prince George's and Montgomery Counties, respectively COUN-
TY, with any municipality, the District of Columbia, the United States
Government, the State of Maryland, or any agency of the foregoing
bodies, and any other person, firm or corporation, as may be neces-
sary for the proper administration of the provisions of this Act,.
and the Commission is given all of the power and authority, includ-
ing the right to condemn, heretofore given it by law, in or with
respect to the planning, designing, construction and maintenance of
systems for the control and disposition of surface waters within the
limits of the WSSD.
(j) The powers and authority conferred by this section shall
be additional and supplemental to those conferred by any other law,
and this Act shall be liberally construed to effectuate the purposes
thereof.
(k) Any individual, firm or corporation failing to comply with
the provisions of this section shall be guilty of a misdemeanor and,
upon conviction thereof, shall be subject to a fine not exceeding
$500.00 or thirty (30) days in the county jail, or both, in the dis-
cretion of the Court. No conviction hereunder shall in any manner
relieve any individual, firm or corporation of the necessity of securing
and paying for a permit and complying with all other applicable
provisions of this section.
Sec. 2. And be it further enacted, That if any word, phrase, clause,
sentence or other part or parts of this Act shall be held unconstitu-
tional by any court of competent jurisdiction, such unconstitutionality
shall not affect the validity of the remaining parts of this Act.
Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1965.

(House Bill 843)
AN ACT to repeal and re-enact, with amendments, Section 155 (q)
of Article 2B of the Annotated Code of Maryland (1957 Edition
and 1964 Supplement), title "Alcoholic Beverages," subtitle
"Boards of License Commissioners," to provide that the Board
of License Commissioners of Prince George's County may appoint
a full-time clerk to the Board, eliminating the requirement that
said clerk be the clerk to the County Commissioners, and fixing
the maximum salary which may be paid to said clerk and the secre-
tary to the clerk, and authorizing the Board to employ and fix
the salary of such other personnel as it may deem necessary and
authorizing the County Commissioners to appropriate a sum suffi-
cient to pay the salary of said personnel, and increasing the amount
of money which the Board may expend annually for printing and
other expenses; and to authorize the County Commissioners to
provide the Board adequate office space.
