and surface water drainage, authorizing the Commission to adopt
rules and regulations to implement this Act, and providing for
the enforcement of this Act.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 83-86A of the Public Local Laws of Prince George's
County (1963 Edition), and new Section 73-69A of the Montgomery
County Code (1960 Edition), being Articles 17 and 16, respectively,
of the Code of Public Local Laws of Maryland, titles "Prince George's
County" and "Montgomery County," subtitle "Washington Suburban
Sanitary District," be and they are hereby added, to follow im-
mediately after Sections 83-86 and 73-69 of the respective Codes,
and to read as follows:

83-86A. (73-69A.)

(a)    For the purpose of regulating the control and disposition
of surface waters within
THAT PART OF Prince George's and
Montgomery Counties
COUNTY WHICH IS WITHIN THE WASH-
INGTON SUBURBAN SANITARY DISTRICT so as to make avail-
able, so far as possible, to the residents and property owners of said
areas an efficient, operating regional service with adequate facilities,
for the purpose of the development of the Counties
THE AFORE-
SAID PART OF PRINCE GEORGE'S COUNTY and of promoting
the safety of life and property through control and disposition of
storm and surface waters, and for the purpose of securing a more
effective execution of the policy, by granting additional authority
IS GRANTED with respect to the control and disposition of storm
and surface water to the Washington Suburban Sanitary Commis-
sion,: the Commission is hereby given the responsibility for the

planning, design, construction, and to the extent hereinafter stated

for maintenance, of all storm and surface water drainage within

Prince George's and Montgomery Counties.

(b)    Except as hereinafter specified, no storm or surface water
drainage system, or part thereof, and no connection with an existing
system or part thereof, shall be constructed or installed by any person,
firm or corporation in
THE WASHINGTON SUBURBAN SANI-
TARY DISTRICT PORTION OF Prince George's or Montgomery
County
unless the plans and specifications therefor have first been
approved by the Commission,
and . tThe construction,, maintenance
and operation of such system, part thereof or extension thereto
shall
be in conformity with the plans and specifications as approved.
and
under the supervision and control of the Commission. This subsection
shall not apply to any structures installed by an individual for the pro-
tection of his home, unless such structure connects to a drainage
system or part thereof subject to the Commission's control or unless
such structure is installed in a drainage easement theretofore estab-
lished by plat or other dedication.

(c)    All existing storm drainage systems or parts thereof which
have heretofore been constructed in
THE WASHINGTON SUBUR-
BAN SANITARY DISTRICT PORTION OF PRINCE GEORGE'S
COUNTY IN streets, alleys, public ways or public spaces, includ-
ing those constructed within areas dedicated to the public use or
granted to any public agency by deed or other appropriate conveyance
and which have been constructed pursuant to plans and specifications
