bonds or other obligations at their maturity. Such bonds and other
obligations shall be authorized security for all public deposits. It
is the purpose of this section to authorize any persons, political
subdivisions and officers, public or private, to use any funds owned
or controlled by them for the purchase of any such bonds or other
obligations. Nothing contained in this section with regard to legal
investments shall be construed as relieving any person of any duty
of exercising reasonable care in selecting securities.

11. REVIEW AND APPROVAL.

ALL PLANS, WHETHER PRELIMINARY OR FINAL, PRE-
PARED OR PRESENTED UNDER THE PROVISIONS OF THIS
ACT BY THE MUNICIPALITY KNOWN AS FAIRMOUNT
HEIGHTS SHALL NOT CONFLICT WITH, AND MUST CON-
FORM TO THE MASTER PLAN FOR PRINCE GEORGE'S
COUNTY. THIS PROVISION SHALL BE CONSTRUED TO
MEANS THAT ALL URBAN RENEWAL PLANS EFFECTING
A CHANGE IN ZONING SHALL BE REVIEWED BY THE
MARYLAND-NATIONAL CAPITAL PARK AND PLANNING
COMMISSION, AND ANY ZONING AMENDMENTS PURSUANT
TO THIS URBAN RENEWAL PROGRAM MUST BE APPROVED
BY THE DISTRICT COUNCIL.

11 12. Separability.

If any provision of this subheading, or the application thereof
to any person or circumstances, is held invalid, the remainder of the
subheading and the application of such provision to persons or cir-
cumstances other than those as to which it is held invalid shall not
be affected thereby. The powers conferred by this subheading shall
be in addition and supplemental to the powers conferred by any other
law.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

AN ACT relating to the Washington Suburban Sanitary Commission,
to add new Section 83-86A to the Public Local Laws of Prince
George's County (1963 Edition), and new Section 73-69A to the
Montgomery County Code (1960 Edition), being Article 17 and
16, respectively, of the Code of Public Local Laws of Maryland,
titles "Prince George's County," and "Montgomery County," sub-
title "Washington Suburban Sanitary District," defining and fix-
ing the responsibility and authority of the Washington Suburban
Sanitary Commission in THE PORTION OF Prince George's
and Montgomery Counties COUNTY WITHIN THE WASHING-
TON SUBURBAN SANITARY DISTRICT with respect to storm
