Commissioners to exclude the value of federal old age and sur-
vivor's benefit payments from the income of a taxpayer for pur-
poses of granting a tax exemption or tax credit to the taxpayer
based upon his age,; AND SPECIFYING THE PERIOD DUR-
ING WHICH THIS ACT REMAINS EFFECTIVE.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That new Section 12D (d) be and it is hereby added to Article 81
of the Annotated Code of Maryland (1964 Supplement), title "Reve-
nue and Taxes," subtitle "What Shall be Taxed and Where," to follow
immediately after Section 12D (c) thereof, and to read as follows:
12D.
(d) In Somerset County, the County Commissioners, in deter-
mining the amount of income received by a taxpayer for purposes
of any tax exemption or tax credit allowed to the taxpayer based
upon his age, are required to exclude from his income the value of
federal old age and survivor's benefit payments received by the tax-
payer claiming the tax exemption or tax credit.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965. AUTOMATICALLY AND WITH NO FURTHER
ACTION REQUIRED BY THE GENERAL ASSEMBLY IT SHALL
EXPIRE AT THE END OF MAY 31, 1967.

AN ACT to repeal and re-enact, with amendments, Section 20 of
Article 56 of the Annotated Code of Maryland (1964 Replacement
Volume), title "Licenses," subtitle "Pinball Machines and Console
Machines," to eliminate the licensing provisions for "free play
console machines" in Washington County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 20 of Article 56 of the Annotated Code of Maryland
(1964 Replacement Volume), title "Licenses," subtitle "Pinball
Machines and Console Machines," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:
20.
(1) No free play pinball machines, as hereinafter defined, [or
any free play console machine, as hereinafter defined,] which shall
be operated or played by the insertion of a coin or token, shall be
kept, maintained or operated for the purpose of public entertainment
only within the State of Maryland, unless a license has been previously
obtained for each such machine from the clerk of the circuit court
in the county in which said machine is to be operated or maintained.
Any person, partnership, firm or corporation applying for such
license, shall pay therefor the sum of thirty ($30.00) dollars per
annum for each free play pinball machine, as hereinafter defined.
