systems and are subject to the laws of the Public Service Commission
of Maryland prior to February, 1965; and before such jurisdiction
can be obtained by the Metropolitan Commission of any of these
present systems there shall be a public hearing which shall be an-
nounced three weeks in advance in one of the local newspapers pub-
lished in Howard County, giving the public full details, intentions
and reasons of such intended jurisdiction desired by the Metropolitan
Commission; and also such jurisdiction by the Metropolitan Com-
mission shall have the approval of the County Commissioners of
Howard County and the Legislative Delegation of Howard County.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 869
(House Bill 770)

AN ACT to add new Sections 317-1 to 317-86, inclusive, to Article 41
of the Annotated Code of Maryland (1957 Edition and 1964 Supple-
ment), title "Governor—Executive and Administrative Depart-
ments," subtitle "26. Washington Metropolitan Area Transit Regu-
lation Compact," to follow immediately after Section 317 thereof;
to amend the Washington Metropolitan Area Transit Regulation
Compact by adding thereto Title III, known as the Washington
Metropolitan Area Transit Authority Compact; to establish on
the part of Maryland a Compact with the Commonwealth of
Virginia and the District of Columbia which creates the Washing-
ton Metropolitan Area Transit Zone and the Washington Metro-
politan Area Transit Authority to plan, develop, finance and
cause to be operated improved transit facilities in said Zone; to
create a Board of Directors to govern the Authority and to provide
for the selection of the members of the Board of Directors and
their alternates; to authorize the Authority to enter into agree-
ments or other arrangements with the Washington Suburban
Transit District, the Northern Virginia Transportation District
or the component governments thereof, the District of Columbia
and the United States, or any agency thereof, to provide transit
facilities and service and to finance the acquisition and operation
of its transit facilities; to provide for the administration AD-
MINISTRATIVE expenses of the Authority; to authorize the
Authority to issue revenue bonds, equipment trust certificates
and other evidences of debt; to authorize the Authority to enter
into contracts and leases for the operation of its facilities and prop-
erties and to provide a labor policy for the protection of the em-
ployees of its contractors; to authorize the Authority to exercise
exclusive control over the rates charged and service performed by
the transit facilities owned OR CONTROLLED by it; to provide
for the coordination of the operation of the publicly and privately
owned OR CONTROLLED transit facilities; to provide relo-
cation assistance and payments; to exempt bonds and other
evidences of debt and the interest thereon and the property.
